Research On The Construction Of Farmland Water Conservancy In Guizhou During The Republic Of China (1938-1949)

Modern water conservancy in Guizhou started late.Comprehensive anti-japanese period,the domestic economy to the wartime economic transition,the economic center of gravity of the moving,makes to take this time to have a certain development in guizhou,a brief economic boom.As the saying goes "of the paper,many leading"-the importance of food,have always been steeped in value,and the increase in grain production in addition to rely on farming technology improvement,is closely related with water conservancy irrigation also cannot be ignored for grain production plays a role.In 1938,Guizhou established the loan Committee for Irrigation and Water Conservancy of Guizhou province(later reorganized as Guizhou Water Resources Bureau in 1946),which was specially responsible for the construction of irrigation and water conservancy in guizhou province.With the strong support of the government,the modern irrigation and water conservancy in guizhou province started from scratch,and from 1938 to 1949,it built a total of 8large irrigation and water conservancy projects and a large number of small irrigation and water conservancy projects,which contributed to the increase of grain output at that time and the overall victory of the Anti-Japanese War.Comb academic history,relatively weak research of history of water conservancy in Guizhou,especially for 1938-1949 of Guizhou farmland water conservancy research on dynamic whole.Therefore,the author make free to irrigation and water conservancy in guizhou in this period as the breakthrough point,the construction and management related problem carries on the preliminary discussion,in order to enrich research on water resources in guizhou in this period.This article is based on 1938-1949 in Guizhou province farmland water conservancy construction of relevant historical materials,its construction process,construction,management,and the role of are discussed and analyzed.This article is divided into six chapters,and can be summarized as four most.In the first part,combed the related literature,is defined and the related concepts and theory.By combing the literature can be found that the current academic research on irrigation and water conservancy construction during the period of the republic of China on regional bias in or northwest,and southwest region,especially in guizhou province about this period of farmland water conservancy construction research results are rare.In the second part,the total resistance before the background and existing irrigation and water conservancy irrigation and water conservancy construction in Guizhou were related in this paper.Due to the development of late,in Guizhou province in 1938,and in the modern sense of irrigation and water conservancy,move to Chongqing after the national government,to wartime needs,irrigation and water conservancy obtained the rapid development of Guizhou province.In the third part,the key points and 1938-1949 in Guizhou province were analyzed about the achievements of preparation and construction of farmland water conservancy construction and project management and maintenance.The study found that a relatively perfect organization,various rules and regulations formulated by the policy,as well as to the problems existing in the construction process to adjust policy,to carry out great small-scale irrigation and water conservancy construction in the province has a big role,also made some achievements.In the fourth part,the comprehensive parts before,in1938-1949 in Guizhou this paper summarizes achievement and shortage in the construction of farmland water.During this period,under the supervision of the government’s strong support and big,small irrigation and water conservancy construction in Guizhou province has made some achievements,create considerable economic and social benefits,but limited to the current political situation turbulence,economic instability,engineering effect and a big discount.Visible,the stable social environment,the good economic situation,together with the government’s attention are indispensable to the development of water conservancy.
