| Water environment variance and water conservancy/irrigation works dissension in Yi, Shu and Si (æ²‚æ²æ³—)drainage area since Republic of China are discussed in this article. By analyzing the relationship between irrigation works dissension and environment variance, the dissension is investigated under the background of social and economical development. The whole process of dissension happening, development, intensification and solution, especially the interaction between irrigation works and adjustment of regionalism are revealed, through studying relativity between irrigation works and population increase, land load and public mentality etc.Because of the certain chanciness of regionalism, not only based on landscape (å±±å·å½¢ä¾¿) but also interlocking, moreover there is certain inevitability between the volume, direction and drainage area of rivers and submersed (overlay) areas of lakes, which causes difference between them. This difference interlaces with fluidity and season as well as limitation of water resources, which causes dissension inevitable. In order to better investigate and solve above mentioned task, the author creatively put forward so called "Irrigation Works Unit" concept.What is called "Irrigation Works Unit" means an area restricted by a certain irrigation works or natural subject, which is relatively blocked out and has basic balance of water resource. Besides, inhabitant units (including collectivity and individual) inside this area have the same wishes of water usage and similar profit requirement which are different from circumjacent areas.Historically, in northern areas lacking of water, the solutions of irrigation works dissension have always depended on the steady irrigation organizations and their "Water Book" ("æ°´å±±"), "Water Regulation" ("水则") and "Channel Regulation" ("æ¸ è§„") passed down through succeeding generations. Whereas, troubleshooting in southern areas has relied on dialogues between different clans. But in Yi, Shu and Si (æ²‚æ²æ³—) drainage area, on the one hand, steady irrigation systems and organizations have not formed because of frequent floods, on the other hand, effective dissension solutions was not available based on historical events because of long term chaos caused by war and extremely instable relationship between clans. Nevertheless, after liberation of P.R. China, traditional Small-Scale Economy was replaced by public-owned economic which caused irrigation works became state-owned enterprises and irrigation establishment are no more private-owned. It is more difficult to solve irrigation works dissension because the traditional irrigation society fell to pieces and dissensions are even more frequent.In Yi, Shu and Si drainage (æ²‚æ²æ³—æµåŸŸ) area, there are altogether three different irrigation works dissensions depending on various geologic conditions, which are: illegibility of authority and ownership represented by Weishan Lake area; contradiction between sluice and drainage represented by Huxi area and flood season dissension represented by Pi, Cang, Yan, Xin area (邳è‹éƒ¯æ–°åœ°åŒº) . The dissensions about lake land and lake production (湖田湖产) , irrigation dissension in Pi, Cang, Yah, Xin Jiangsu and Shandong borders, as well as subjection change of Dongming are studied in this article. Also, delicate interaction between irrigation works dissension and regionalism alteration is also discussed. It is considered that the irrigation works dissension can result in the change of regionalism and administrative borders, at the same time, change of regionalism and administrative borders will cause or put an end to dissension likewise.In this article, it is not intended to make a value judgment of the dissensions, but try the best to find the practical details of those events by analyzing and unscrambling the potential factors behind. Besides, the process of solving the dissensions was also compared and reverted. Certainly, the author does hope that the research work of this article will be of use to international and domestic troubleshooting of irrigation works dissensions. |
