As an important component of human capital,the health of residents is the basis for economic production and social activities,and it is also playing an important role in promoting economic development,labor employment,and increasing residents' income.The health is different from other human capital elements which needs receiving medical services to be keep a stable level.At present,there are still more than 600 million residents living in rural China.Their health service needs are mainly met by medical services which provided by rural medical institutions.Therefore,improving the medical service level of rural health institutions is important measures to enhance the health level of Chinese residents.The professional quality of a doctor refers to the professional skills necessary for doctor to maintain a stable working ability and performance,it is an important factor in determining the level of doctor's medical services.Therefore,the construction of high-level rural medical institutions requires the doctors with high professional quality.Township health centers are an important part of rural medical institutions.Although the government has increased funding for their development,the professional quality level of township health center doctor is still not optimistic.The article starts with the study of the impact of the professional quality of doctors in township health centers on their medical service level,the article uses descriptive statistics,multiple linear regression,and propensity score matching methods to analyze and concludes the feature of professional quality from whom can provide high-level medical service,and provides relevant policy recommendations for the further construction of high-level township hospitals.Under this goal,this study selected 370 doctors from 208 township hospitals in Sichuan,Anhui,and Shaanxi provinces as the research sample,and the article use three-stage survey to conduct a comprehensive survey of the basic situation and quality of medical services of the sample doctors.In first stage,we use questionnaire surveys to conducted the professional qualities of doctors.In the second and third stages,we use standardized patient methods and clinical scenario knowledge test to measure the doctor's medical knowledge level and actual medical service quality.After survey,the article mainly analyzes the impact of professional quality on medical knowledge level and actual medical service quality.Based on this analysis,the article uses linear regression analysis model and propensity score matching method to further analyze the influence of professional quality characteristics on knowing-doing gap in medical service,and discuss the difference between the impact of medical service assessment and performance-based pay system on knowing-doing gap in medical service.The main research conclusions are as follows:First,the development level of township health centers in the sample areas is poor,the level of professional quality of sample doctors is low,and the level of medical services needs to be further improved.Second,the professional quality of doctors has a significant impact on the level of their medical services.Third,doctors with relatively high professional quality do not necessarily provide high-quality medical services.On the contrary,these doctors often provide medical services which lower than their medical knowledge level.The article finds the township health center medical assessment and performance-based pay system has incentivized doctors' actual medical service performance and reduced knowing-doing gap in medical service by using heterogeneity analysis.According to the conclusions of the study,combined with the existing literature and the actual situation of the township health center,the article concludes suggestions for the construction highlevel township hospitals:(1)The government should pay attention to the improvement of the quality of medical services of township health center doctors.(2)Improving the professional quality of doctor is effective ways to promote the quality of primary medical services(3)Strengthen the evaluation of basic medical institutions and the implementation the performance-based pay systems can increase the enthusiasm of doctors to improve the quality of their medical services.
