The Internal Evaluation Study Of Health Service Quality In Township Health Centers Of H8 Project In Shan Xi Province

Object: To promote health service quality evaluation and improvement work for center hospitals of Shanxi Health Eight-Issue Project area, and to strength people's health, to better service quality and explore feasible experience for township hospitals for better development.Method: Questionnaire survey has targeted at 49 center hospitals of 11project counties in Shanxi province. Based on the investigative report filled in each quarter of the year and "rural township health service quality self-evaluation form", each center hospital shall write a self-assessment report. In the course of the investigation, the investigators involved are under uniform organization and filled the forms seriously; the organizing person checked and collected documents and make revisions in time. The examination covered 22 quotas, such as vaccinating rate, physical examination rate, rate of failure to report legal infectious diseases, qualification rate of writing of clinic prescriptions and inpatient medical records, etc. The data collected are analyzed by means of Excel office software, SPSS12.0 and SAS8.0 statistical software. The statistical methods used are general statistical description (such as mean and standard deviation), repetitive measurement deviation analysis, clustering analysis and multiple linear regression.Result: With the development of health service quality evaluation work, From the hospitals improve quality of service level, 49 township hospitals by the first quarter of 75.44 shared the fourth quarter increased to 82.06 points, sharing increased 6.62 points, the township hospital quality of service combined score significantly improved. All the above come to the conclusion that the implementation of health service quality evaluation contributes to the improvement of the practical work.Detailed quota also showed that treatment reasonable rate, clinic intravenous infusion prescription percentage, and physical examination rate for children aged 0~7 are still comparatively weak in township health service at present, and the focus of work in the future. Furthermore, during the investigation we've found out such problems as large shortage of funds in township hospital, serious brain drain, and the big gap of knowledge in health quality among medical staff From the hospitals improve quality of service level, 49 township hospitals by the first quarter of 75.44 shared the fourth quarter increased to 82.06 points, sharing increased 6.62 points, the township hospital quality of service combined score significantly improved.Conclusion: The health service quality assessment policy should be constantly perfected, the inner-controlling policies, management method and pattern should be strengthened. The investigation showed that manpower is distributed in an uneven way; the hospitals with higher income have more manpower and better quality. That is to say, the quality of manpower resource has become an important factor to influence the development of township hospitals, and increasing manpower quality should be the strategic choice of the development of countryside health course in Shanxi province. Relevant suggestions are put forward in this paper, that the investment and management to the township hospitals should be increased, the financial supervision should be strengthened, long-term sustainable development mechanism should be established, to ensure their normal business expenditures. Only if the hospitals make an effort to increase their service quality, that the majority of farmers could obtain a solid medical guarantee.
