The External Evaluation Study Of Health Service Quality In 47 Township Health Centers In Shan Xi Province

Objective:To study the routine health service quality status of rural hospitals in depressed areas through evaluation of health service quality in 47central rural hospitals among 11 countries of Shanxi Province.Thus the main matters and useful experience of the health service and administration of rural hospitals in depressed areas,which can be benefit to improve the quality of rural health services,can be obtained.Methods:Evaluation to 47 central rural hospitals among 11 countries in Shanxi Province was performed by means of questionnaire survey and consulting documents and reports relative to the evaluation,according to the《Country board of health table for evaluating health services quality of rural hospitals》.The evaluation covers 13 parameters.The datum was input with Excel software and analysis was performed with SPSS 12.0 and SAS 8.0 statistics software. The used statistics methods include general statistics description(such as means and standard deviation),ratio of sum of ranks,Paired -samples T Test and Linear Regression,etc.Results:The invested hospitals were classified into five grades according to their RSR scores:poor,not good,credit,good,best.The scores of most investigated hospitals of different areas in two quarters located into 95%confidence interval,while several hospitals scored poor or best.The general scores of health service quality of rural hospitals increased after the evaluation,while regional imbalance in improvement of heath service can be noticed.Statistic difference in reasonable level of personnel,quality evaluation,normative level of documents writings existed.Strong measures to improve works of the above three aspects have been taken and effect was obtained.The gradual regressive analysis R~2 values of the two quarters was 0.870,R~2=0.813 respectively.It showed that 87%variation of the first general scores and 81.3% variation of the first general scores can be attributed to quality evaluation,quality improvement, normative level of medication,average cost of the drugs according to the prescription,relative market share.These five aspects are the key of health services and should be the emphasis of future work.Conclusion:Improvement of health services quality was significantly relative to the recognition level of governmental medical institution at different levels.Software construction was ignored universally by hospitals.It is advised here that strong governmental measures, inspection and administration should be taken to establish evaluative system for rural health service quality.Performance evaluation should be adopted to improve rural hospital health service quality.
