Stated-owned resource assets have always been an important part of China's economic management.In November 2019,the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China clearly put forward:to establish a system of efficient utilization of resources in an all-round way.We will promote the legalization,standardization,standardization and informatization of the unified registration of natural resources,improve the system of property rights of natural resources,implement the system of paid use of resources,and implement the system of total resource management and comprehensive conservation.Based on the background of China's system,the significance of this study is to follow the new governance needs generated in the new stage of national development.For the hot spot resource state-owned assets management,combined with the research on the resource state-owned assets management model literature at home and abroad,this paper makes a comparative analysis of the current problems in the management of marine fishery resources assets in Z Province.Put forward improving countermeasures,and then enrich the content of resource state-owned resource management.The main research methods of this paper include literature research,inductive deduction and case study.The structure of the article is as follows:The first part is the introduction.This paper introduces the research background and significance of this paper,summarizes the domestic and foreign literature on stated-owned resource assets,and explains the research content,research methods and innovation of this paper.The second part is the definition and theoretical explanation of the asset management of marine fishery resources.The third part describes the history and current situation of the asset management of marine fishery resources in Z province.This part combs the historical evolution of the asset management of marine fishery resources in Z Province,and describes the current management situation.The fourth part is the analysis of the problems and causes of the asset management of marine fishery resources in Z province.This paper introduces many problems existing in the current management of marine fishery resources assets in Z Province,and analyzes the essential reasons behind the problems.The fifth part is the countermeasures and suggestions to improve the asset management of marine fishery resources in Z province.According to the fourth part of the existing problems and cause analysis,improve the Z province marine fishery resources assets management countermeasures and suggestions.The sixth part is conclusion and enlightenment.According to the analysis of asset management in Z Province,general conclusions and enlightenment are drawn.There are two main innovations in this paper:on the one hand,it is too general to adopt the "one size fits all" mode to study all resource state-owned assets,regardless of the independence of natural resources Some characteristics.This paper focuses on the current management of marine fishery resources assets in Z province.The research content is innovative and targeted,and puts forward countermeasures and suggestions.On the other hand,this paper innovatively takes the property right relationship of marine fishery resources assets as the research perspective,focusing on the relationship between the management right and the use right enjoyed by the government of Z province and the asset developers,and then analyzes the problems and solves them.The innovative measures include improving the accounting procedures of marine fishery resources assets of the government of Z Province,putting forward the idea of preparing the balance sheet of marine fishery resources and designing the procedures of auditing the departure of natural resources assets.
