Study On The Forest Resources Security Of State-owned Forestry Region In Heilongjiang Province

Natural resources, human society upon which the material basis for survival and development, to a great extent, the degree of rich resources and the combination condition largely determines a country or a region’s industrial structure and economic advantages, maintaining the stability of the ecological system, guarantee the sustainable development of society. However, into the industrial age, the contradiction between population, resources and environment caused by the shortage of resources, deterioration of ecological environment and other issues are more and more the concern of the community, resources security problems become the key issues restricting the development of human. Forest resources as an important foundation for economic security and national security, not only provided a lot of wood and forest products, resulting in significant economic benefits, and use their group effect, had has a good effect on the environment, play a huge ecological benefits and social benefits. State-owned forest region in Heilongjiang Province is the largest forest reserve resources for training base and timber production base in our country, but with the change of ecological environment and recoverable resources shortage, forest resources security status was highly attention, after years of efforts, with natural forest protection project and the ecological function area construction as an opportunity, the recovery of forest resources is increasingly. Whether the forest resources are in a state of continuous and safe in the state-owned forest region of Heilongjiang province? The current forest resources quantity, quality can meet the needs of socio-economic development and ecological environmental protection? Therefore, this article attempts from the forest resources’own conditions in Heilongjiang province, to explore the current state of forest resources to meet the demand of quantity and quality of the local economic development and maintaining ecological system stability guarantee ability, contribute to forest resources of state-owned forest in Heilongjiang province sustainable operation and management.Based on the resource scarcity theory, the theory of safety science, ecological security theory, this paper redefines the definition of forest resource security, and expounds the characteristics of forest resources security and the research category. Firstly, Taking pressure-state-response (P-S-R) theoretical model as guidance, built the PSR analysis framework in forest resource safety, taking own resource condition of the state-owned forest zone in Heilongjiang Province as the research object. Secondly, it analyzed the main factors causing pressure on the forest resources from four aspects of the natural, economic, institutional, and social. Under the influence of these pressures, it elaborated the present situation of forest resources quantity, quality, and the ecological dimension in state-owned forest region of Heilongjiang Province. Finally, it applied expert investigation method, and built the safety evaluation index system of forest resources by three levels and22indicators, using AHP group decision to determine the index weight, combined with the additive model parameter method, evaluated the state-owned forest resources security status in Heilongjiang province from1972to2008.Evaluation results show that the overall state-owned forest resources in Heilongjiang province has shown by the critical safe to unsafe, the protection and development of resources, and finally to a safe state trend between1972and2008. Among them, he recovery phase was observed after a natural forest protection project implementation, the result fully shows that the implementation of the project is beneficial to security and stability of forest resources. However, the security status of forest resources in general is still in critical security vulnerability to interference of various factors, and it has not yet reached the best condition of the forest resource security, still need to establish forest resources monitoring and early warning mechanism; accelerate forest areas of economic restructuring, rational use of resources; innovate Forest Resources Property Right System; deepen reform, explore effective management system; increase forest resources security multi-channel investment; improve the legal protection system of the forest resource security; strengthen the protection of forest resource safety awareness and response measures to improve the safety of the forest resources in the state-owned forest area of Heilongjiang Province, and realize the sustainable development of forestry and regional economic and ecological security.
