The civil service team has always been an important force to ensure the long-term stability of the country,and under the various work guarantees of the civil service team,China has achieved rapid development.In recent years,influenced by various external factors,the work enthusiasm of civil servants has gradually decreased,and the problem of civil servants leaving the service has gradually emerged,which has increased the difficulty of managing the civil service team and reduced the efficiency of government work departments to a certain extent.Civil aviation system youth civil service team is the main force to carry out safety supervision work in the civil aviation industry,the combat effectiveness and stability of this team is directly related to the safety of civil aviation operations.How to take the initiative to adapt to the new situation and new requirements according to the actual civil aviation system,put forward countermeasures to solve the problem of young civil servants leaving the civil aviation system,and create a stable and reliable industry safety supervision team is a topic with important research value.Based on the Price-Mueller(2000)model and Maslow's hierarchy of needs theory,this thesis compares relevant domestic and international literature with the Civil Aviation E Bureau as a research example,and understands the possible causes of young civil servants' willingness to leave the civil aviation system by means of interviews and questionnaires.The study also analyzed the problem from four aspects: individual variables,structural variables,environmental variables,and mediating variables,focused on the main contradictions,and combined with Maslow's hierarchy of needs theory to propose corresponding countermeasures to the separation problem of young civil servants in civil aviation system.It is found that the factors that lead to the willingness of young civil servants in civil aviation system to leave are mainly focused on the deviation of ideological identity and more negative emotions;lower work autonomy and monotonous work content;unscientific assessment system and fewer promotion channels;higher work pressure and problems in internal communication;and more obvious pay gap,which affects the fulfillment of relatives' responsibilities.Accordingly,in order to solve the separation problem of young civil servants in civil aviation system,this thesis proposes that the job satisfaction and willingness to stay in civil aviation system can be effectively improved by strengthening ideological education and increasing positive emotional factors,improving work autonomy and enriching work contents,improving assessment system and widening promotion paths,mediating work pressure and strengthening communication and cooperation,narrowing pay gap and focusing on family building.In order to reduce the willingness to leave and the rate of departure,to ensure the normal development of the work of civil aviation industry supervision and the safe operation of civil aviation.
