Research On The Problems And Countermeasures In The Development Of Wind Power Industry In Heilongjiang Province

Based on the "public policy" as the starting point,this thesis researched and analyzed the important role played by the departments that make and implement relevant policies through exploring the problems existing in the development of wind power industry in Heilongjiang province.The thesis intends to propose a solution to the problems existing in the projects' earlier stage,constructing stage and operation stage of the province's wind power industry through methods including comparison research,quantitative research,case analysis and literature review.This thesis firstly analyzes the origin,development and classification of public policy.Based on the current situation of the rapid development of the wind power industry,it is necessary to establish a timely,reasonable and scientific public policy system to support the healthy development of the industry.From the perspective of the current situation of the wind power industry development,the second chapter discusses the problems existing in the projects' earlier stage,constructing stage,absorbing and digesting stage of the province's wind power industry.It also analyzes the cause of the problems from the perspective of public policy analysis.And it further explains the challenges that the province faces in its wind power industry through combining with the characteristics of geography.The third chapter focuses on combining the management and guidance of public policy.Based on resources and the current development situation as the starting point,the chapter discusses the countermeasures to promote the development of wind power industry in Heilongjiang.It is pointed out that only by timely adjustment of policies,mutual promotion and implementation of measures can we promote the healthy development of the wind power industry,which is of practical significance for the follow-up practice.
