The Study On China's Industrial Policy Of Of Offshore Wind Power

Today,with the increasing shortage of fossil energy,the development of green and clean renewable energy is a common issue facing the world.Offshore wind energy has attracted the attention of countries all over the world because of its abundant reserves,huge cost reduction space and no occupation of land resources,and has become an important part of renewable energy.At the initial stage of development,the offshore wind power industry has high technical requirements,large capital needs,high investment risks and strong dependence on policies.Therefore,the support and guidance of reasonable industrial policies is of vital importance to the development of offshore wind power industry.Europe is the origin of the development of offshore wind energy,and it is also the vane of the current development of offshore wind power industry.The United Kingdom,Germany and Denmark are currently among the top countries in the world in the development of offshore wind power.Their offshore wind power market is mature and industrial policy system is well established.Their problems and accumulated experience in the process of establishing an offshore wind power industry policy system can provide a good reference for China.Based on the systematic analysis of China's industrial policies,this paper compares the offshore wind power policies of the United Kingdom,Germany and Denmark,and uses the relevant theories of industrial policies and marine economy to analyze the effectiveness of offshore wind power policies,thus pointing out the problems existing in China's existing policies and proposing countermeasures.Firstly,this paper introduces the development status of China's offshore wind power industry and the role of industrial policy,pointing out that industrial policy has the role of making up for market failure,reducing investment risk,encouraging technological innovation,gathering industrial resources and creating a good development environment.Then the paper divides the industrial policy into two types according to the different content characteristics: direct policy and indirect policy.Based on the classification,the paper introduces the policy content of China's offshore wind power industry and evaluates the implementation effect of the policy.The conclusion is drawn that the implementation of the industrial policy promotes the growth of China's offshore wind power installed capacity and the development of science and technology.Thirdly,this paper introduces the content of industrial policies abroad and summarizes the characteristics and functions of policies of various countries.The UK has a perfect market competition mechanism and strong financial support,Germany has preferential policies on grid connection and pays attention to the research and development of offshore wind power,and Denmark has solid Industrial chain construction.Although China has issued a series of policies to promote the development of offshore wind power industry and achieved certain results,it is not difficult to find that China's industrial policies still have problems such as unclear planning,low administrative efficiency,imperfect competitive allocation system and insufficient financial support through the comparison of Chinese and foreign policies.Finally,this paper puts forward policy suggestions based on the current situation of China's offshore wind power development,in order to further improve the policy of offshore wind power industry and promote the healthy and sustainable development of China's offshore wind power industry.
