Local Governments Collaboration For Crossc-Domain Water Pollution Governance Research

Improving the collaboration method of local government can promote cross-domain water pollution effectively; besides, it can help realize the comprehensive, coordinated and sustainable development of regional economy and society; also, it is fundamental for the construction of environmentally friendly" society in China. The area around the Tai Lake, located in the center of Yangtze River Delta, has become the most rapidly developed region as for the industrial growth after many years of development. The area is a key place for the improvement of the collaboration method of local government as well as the effective governance of cross-domain water pollution. The cross-domain water pollution of Tai Lake, being a typical sample of the water pollution governance, has been shaped with various and complicated reasons. However, the primary one results from the deformed economic and social development, which is lead by the extensive economic development method, local egotistical, as well as the Management in Administrative Regions.The problem of cross-domain water pollution is a reflection of contradiction between management system of administrative region and watershed management. In order to solve the problem of cross-domain water pollution, we must explore effective collaboration method of cross-domain governments and seek for support from local governments. Currently, the governments of around-Tai Lake area have not reached the expected goals and results. Many places stay on the stage of single collaboration mechanism and non-scheduled interaction and meetings between organizations and local leaders. The article takes the cross-domain water pollution of around-Tai Lake area as a case and provides theoretical explanations for local governments as for the cross-domain water pollution governance from the perspectives of governing philosophy, organization structure, operation mechanism and technology system. The article will prove the reasonability and scientificity of the explanations through demonstrating the collaboration dilemma between local governments and exploring the reasons for the dilemma. The article will also seek for methods based on holistic governance theory and provides useful suggestions on collaboration and development among local governments for cross-domain water pollution governance. The research contents are as follows.I. Concepts and TheoriesFirstly, the concepts of water pollution, cross-domain water pollution governance and local governments are supposed to be defined primarily. Secondly, holistic governance theory, the fundamental theory of the research project, should be introduced systematically. The origins, the contents and the relevance between the theory and the cross-domain water pollution governance should be elaborated. Last, the frame of holistic governance should be concluded based on the relevant theories, providing analytical framework for the following research.II. Analysis of Current Situations of Around-Tai Lake Area Government CollaborationA comprehensive understanding of the environment and pollution of the Tai Lake will be introduced. The necessity and urgency of government collaboration of the Tai Lake governance will be emphasized and the current situations of government collaboration will be demonstrated.â…¢. Analysis of Dilemma in Government CollaborationThe concept of fragmentization is proposed, which has been pointed out by the American scholar Rampton. Based on the concept of fragmentization, three dimensions applied for the government collaboration of the Tai Lake governance has been provided, which are values and philosophies, resources and power distribution structure, policy making and implementation. Deep analysis of dilemma in government collaboration will be conducted from the three perspectives.IV. Mechanism Analysis of Dilemma in Government Collaboration for the Tai Lake GovernanceBased on the discussion above, analysis will be conducted from the collaboration philosophies of collaboration subjects, management system of collaboration environment and security mechanism of collaboration.V.
