Research On The Protection And Utilization Of Coastal Zones Based On The Overall Planning Of Land And Sea

Land and sea coordination is an important concept and strategic guiding ideology to promote the construction of marine power and ecological civilization in China.It is of great significance to study the protection and utilization of coastal zone under the land and sea coordination for enriching the connotation of land space planning,improving the development level of the research area,and accelerating the integration into the national regional development strategy.Taking Rushan City as an example,this thesis combs the definition of land and sea as a whole,puts forward the necessity and challenges of land and sea as a whole at the present stage,analyzes the current conditions and existing problems of Rushan City,and puts forward some strategic suggestions for the future development of coastal zone by land and sea as a whole on the basis of land use coordination and conflict analysis.This thesis is divided into six chapters.The first chapter describes the significance of land and sea planning and the strategic location of Rushan City in the context of China's land and space planning.On the basis of combing the existing domestic and foreign related research,this thesis briefly describes the research methods,content and research framework.The second chapter defines the spatial scope of sea area and coastal zone,explains the concept of land and sea planning,and briefly describes the basic theory of land and sea planning and coastal zone planning.The third chapter describes the specific connotation of land and sea coordination,summarizes the necessity of land and sea coordination research,clarifies the dilemma of coastal zone protection and utilization under the influence of the long-term thought of valuing land over sea,and puts forward the macro strategy.Chapter four and chapter five are the main parts of the article.Chapter four analyzes the current situation of Rushan City in the aspects of coastline utilization,reclamation and ecological protection,marine industry and Rushan port development,comprehensively studies the problems existing in economic industry and ecological environment,and interprets the upper planning and related planning.The fifth chapter analyzes the coordination of planning and current situation,the conflict of space development and protection,the conflict of land and Sea industrial land,and the superposition analysis and qualitative description of the coordination and contradiction in the process of land and space utilization.On this basis,the optimization strategy of coastal zone protection and utilization is put forward from the aspects of functional zoning management and control,island classification and utilization,which can provide reference for future coastal zone protection and utilization planning.The sixth chapter puts forward the conclusion and innovation of this thesis.This study can effectively clarify the connotation of land and sea coordination and the spatial scope of the coastal zone,analyze the current situation and problems from multiple levels and angles,and combine theory with practice,which can provide theoretical support and practical policy suggestions for the protection and utilization of the coastal zone in Rushan City.
