The coastal zone is a certain bandwidth space combining sea and land,which can be regarded as a non-renewable resource.The key point of coastal zone planning lies in how to make the spatial function of coastal zone play out efficiently and coordinate with regional economic development planning.Different from the pure ocean and land space,the coastal zone has more abundant and complex features.The functions are independent of each other,related to each other,and sometimes overlap or even contradict each other(restriction or competition).Existing planning models are only static models built for sea or land,but lack of overall planning models for the more functional coastal zone space.Based on the research status of coastal zone planning model and the functional characteristics of coastal zones,this paper puts forward the method of functional hierarchy analysis of coastal zones,and establishes the dynamic planning model of coastal zones based on functional hierarchy,taking into account the relationship between various functions,bearing capacity of space environment,current situation of economic development and sustainable development.The model has the characteristics of dynamic programming and some extensibility.On this basis,a quantitative model calculation method is proposed.Firstly,the development process of coastal zone research is summarized.China's current coastal zone resources lack of long-term rational planning methods,the existing planning separates the sea from the land,leading to the most efficient use of coastal zone space function,and even the destruction of coastal zone resources.Secondly,the paper analyzes the functional characteristics of coastal zones and delaminates their functions,delaminates the influencing factors of each function and expounds the correlation between the influencing factors,and puts forward the dynamic programming model of the functional levels of coastal zones.On this basis,the relationship between the layers of the model and the dynamics of the model are expounded.Then,a quantitative programming mathematical model based on the functional hierarchy of coastal zone is proposed.Optimization algorithm is used to solve the model,and a complete optimization method is proposed.Finally,taking Dalian bay coastal zone planning as an example,the application method of this planning model is introduced in detail.The simulation results show that the optimal dynamic planning scheme of coastal zone can be obtained by optimizing the planning scheme.
