| China’ s communities’ social organizations in the new era of social governance system are seen as a powerful tool to mobilize grass-roots governance vitality.In the process of improving the social governance system,the focus of social governance will be inclined to grassroots institutions.Also,social workers are involved in the high-quality development of the construction of communities’ social organizations,which will effectively promote the positive interaction between government governance,social regulation and residents’ autonomy.This paper aims to examine the influence of organization members,organization and community during organization cultivation.Therefore,in the theoretical perspective of empowerment,this paper discusses the relationship between empowerment practice and the cultivation and development of communities’ social organizations.On the one hand,it deeply reflects on the empowerment dilemma of social workers’ involvement in the cultivation of communities’ social organizations.On the other hand,it also puts forward countermeasures and suggestions on organization cultivation from the perspective of empowerment.During the internship in Y community,we collected data by means of participatory observation and semi-structured interview,observed,recorded and analyzed the development of Y community’s social organizations,and participated in the cultivation process of communities’ social organizations as a social worker.The research finds that there are the following difficulties in the practice of empowerment in the cultivation of social work institutions in communities’ social organizations: the low recognition of community residents;The bleak coordination intention of the community neighborhood committee;Unequal distribution of community resources;Unbalanced development of organization members;Lack of endogenous motivation;The absence of standardization in organizational management;Ambiguous role positioning of social workers;Lack of professionalism among social workers;Short of financial support to social work agencies.Based on these factors,this study puts forward suggestions for social work to intervene in the cultivation of communities’ social organizations: stimulating residents’ community participation;Improve the neighborhood committee’s support to communities’ social organizations;Mobilize the enthusiasm of social workers;Optimize the ability training mechanism of social workers;consummate the development support system of communities’ social organizations and improve the content of services purchased by the government.In the process of cultivation,social workers combine the actual needs of the community to enhance the self-efficacy of organization members,perfect organizational norms,improve residents’ awareness of participation,and accomplish the participation of multiple subjects in grassroots governance.At the same time,communities’ social organizations stimulate community vitality,encourage residents to participate in community decision-making,as well as evoke residents’ sense of autonomy,and then create a community governance pattern featuring joint construction,joint governance and shared benefits. |
