| In the macro context of national vigorous promotion of social construction and community governance,community self-organization has received attention from the government and academia for its functions in neighborhood watch,common construction and governance sharing,security maintenance,and cultural entertainment.In the actual operation process,community self-organization suffers from several dilemmas such as shortage of talents,confusion in management,limited blood-making capacity,and insufficient participation of residents.The development of community self-organization,especially the cultivation of community self-organization through professional means such as social work,has both theoretical significance and practical significance in promoting the subjectivity of community residents and their participation in community affairs,thus promoting the progress of community governance in essence.This paper takes the social work practice of Q community in Y city as an example to discuss how social workers can cultivate community self-organization with the help of the empowerment theory perspective.The sources of data include literature on self-organization collected from the community and interviews with community workers,self-organization leaders,self-organization members,and some community residents.The dimensions of empowerment adopted foreign scholar Zimmerman’s trichotomy of individual,organization,and community,and classified Q community recreational self-organizations according to their current development status and problems:awakening of individual awareness and improvement of participation ability,improvement of organizational structure and internal standardized management,and expansion of community support network and improvement of resource linkage ability.The social work intervention lasted for about four months,and to a certain extent deepened the understanding of the five-stage theoretical model of community self-organization cultivation process proposed by Jia-De Luo and Xiao-Yue Liang.The interventions included guidance of ideas,teaching and training of theories and methods,assistance in improving organizational management,and the creation of a community selfgovernance atmosphere and expansion of support networks.Finally,the intervention process is analyzed through continuous interview records,and summarized and reflected upon.The three dimensions of professional intervention to enhance capacity have yielded certain results and highlighted four key points for the effectiveness of the work:first,we should focus on the role of neighborhood committees in the process of enhancing capacity;second,we should grasp the real needs of community residents and fit the specific interests of residents;third,we should expand the scope of community elites,improve the incentive mechanism and capacity cultivation mechanism of community backbones,and enhance the soft power of community self-organization;fourth,we should be good at leveraging specific issues and problems;Fourth,we should be good at demonstrating the professionalism of social workers with the help of specific problem solving,and gradually embedding the concepts and methods of social work into the routine work of community workers. |
