As an important part of higher education,how can new undergraduate colleges and universities put into practice the requirement of "quality development as a whole" put forward by General Secretary Xi Jinping? How to modernise the governance system and capacity of universities? The core lies in the transformation of the second-tier colleges within them.However,at the practical level,most universities focus on the governance issues at the university level first,and also focus on the governance issues at the university level,and often do not pay enough attention to the governance of the internal second-level colleges.In fact,the second-level colleges play an important role in the process of university governance,and their governance system is not only an important part of achieving high-quality and connotative development of the college,but also has a bearing on the governance capacity and level of the university as a whole.With the advent of globalisation 4.0 and the popularisation of higher education in China,the question of how second-level colleges,especially those in newly established undergraduate institutions,can transform themselves towards an endogenous development has become an important issue to be addressed.Based on this,this study follows the logic of history-theory-practice,combines theoretical and empirical research,summarises the essential connotation,basic features and transitions of governance of second-level colleges at home and abroad,and then uses symbiosis theory as the cornerstone to build a symbiotic unit,symbiosis model and symbiosis environment in three aspects Finally,a case study is selected to explore the governance issues of the second-level colleges in new undergraduate institutions and to construct a governance path that is suitable for the development of the second-level colleges in new undergraduate institutions.Specifically,firstly,in terms of exploring the essence,the core concepts of "new undergraduate institutions","second-level colleges" and "governance" are defined to clarify the main research objects of this study and form an analytical framework.and form an analytical framework.Secondly,in terms of historical review,the study has conducted a horizontal review of foreign second-level college governance models,and a vertical review of domestic second-level college governance models to summarise their characteristics,commonalities and insights.Thirdly,in terms of theoretical support,the study takes symbiosis theory as the cornerstone,and builds a model suitable for the governance of second-level colleges in new undergraduate institutions by tracing the theories and sorting out the core ideas from symbiotic units,symbiotic models and symbiotic environments.Fourthly,at the level of practical exploration,the study examines the current situation of T colleges in new undergraduate institutions,and fully understands the specific problems in the governance of second-level colleges through in-depth interviews and questionnaires,mainly in the following aspects: the coexistence of homogeneity and heterogeneity reduces the level of symbiosis;the inversion of form and substance confuses the level of symbiosis and the misalignment of demand and regulation affects the symbiotic environment.Finally,the study puts forward rational suggestions in terms of governance concept,governance subject,governance system,governance mechanism and governance environment,with a view to helping the second-level colleges of new undergraduate institutions to achieve high-quality development.
