Since 2019,China’s Ministry of Education has successively released a directory of 32 vocational undergraduate colleges.In 2020,the Ministry of Education carried out an integrated revision of the professional catalogue of vocational education,which means that a comprehensive study and thinking has been carried out on the development direction and trend of vocational education.This revision mainly involves the professional setting and curriculum of vocational education,aiming to further promote the high-quality development of vocational education and meet the society’s demand for high-quality vocational talents.In January 2021,the Ministry of Education promulgated the "Management of the Establishment of Vocational Education Majors at the Undergraduate Level",which further standardizes and improves the establishment and management of vocational education majors,and provides clearer guidance and support for the high-quality development of vocational education.The document emphasizes the functions and tasks of vocational education,and requires colleges and universities to fully consider market demand and social development trends in the setting of vocational education majors,pay attention to practical teaching and the integration of industry and education,and promote students’ employment and entrepreneurship.By the end of February 2023,a total of 32 pilot undergraduate universities had been established in China.These 32 undergraduate colleges and universities were officially renamed "vocational universities" with the approval of the Ministry of Education to carry out vocational education at the undergraduate level,and the training of high-level technical skills talents has begun to achieve certain results,providing solid talent support for the development of regional social economy.The development of vocational undergraduate colleges is still in its early stages,but due to its short establishment time,different school foundation and different school level,it faces some difficulties and challenges.Compared with traditional universities,vocational undergraduate colleges have relatively little experience and accumulation.Although vocational undergraduate colleges are facing some difficulties and challenges,as a new model of higher education in China,it still has broad development prospects and potential.In the process of analyzing the improvement of the level of vocational undergraduate colleges in Shandong Province,firstly,the relevant concepts of vocational undergraduate colleges and universities are clarified and related concepts are defined,and the constituent elements of the evaluation indicators of vocational undergraduate colleges are analyzed,and the theory of education system,educational function,human capital,and modern education is used as the theoretical basis for this paper.Second,combined with the annual reports of the three vocational undergraduate colleges in Shandong Province,this paper analyzes the current situation of vocational undergraduate colleges in Shandong Province from five evaluation indicators:school positioning,talent training,teaching team,teaching management and employment quality,and reveals that the problems of unclear school positioning,similar talent training goals,weak teachers,few practical teaching opportunities,and low social recognition in the process of improving the level of vocational undergraduate colleges in Shandong Province still need to be improved.Third,through the analysis of the advanced experience of domestic and foreign vocational undergraduate colleges in improving the level of education,the experience of achieving multi-channel admission,building a sound evaluation system,and combining the advantages of local economy and industrial structure to establish characteristic majors is summarized.Fourth,combined with the situation of Shandong Province and the current situation of vocational undergraduate colleges and universities in Shandong Province,corresponding countermeasures and suggestions are put forward:correct the school-running ideology,clarify the positioning of vocational undergraduates,optimize the talent training model,improve the school-running level based on the talent training model,strengthen the construction of teachers,improve the school-running level through high-quality teachers,strengthen the construction of the practical teaching system,rely on practical teaching to improve the school-running level,go deep into the society and enhance the sense of social identity.It provides a reference for vocational undergraduate colleges in Shandong Province to improve their running level. |
