| Education advances with the progress of society,economy,and technologies.As a field in which knowledge is created,universities provide new concepts,ideas,applications,and inventions for economic and social development and prepare for history,and will make history.In the age of big data,we should realize the high-quality development of undergraduate teaching through data governance of undergraduate teaching quality.Based on the requirement in the age of big data for returning of the undergraduate teaching to the universities,construction of the data governance system of undergraduate teaching quality,and the modernization of data governance ability of undergraduate teaching quality,in this study,the research trends of connotation,logic,structure,framework,and path of undergraduate teaching quality and data governance were clarified;“with students as the center”,the undergraduate teaching practice of“teaching,learning,managing,serving,and making decisions with data” was developed;and the theoretical basis for the improvement of logic,structure,model,and path of undergraduate teaching quality was analyzed.The reason for data governance of undergraduate teaching quality,current conditions of data governance of undergraduate teaching quality,the logic of data governance of undergraduate teaching quality,the framework for the data governance of undergraduate teaching quality data,and selection of the data governance path of undergraduate teaching quality were proposed.By using literature research,questionnaire survey,case analysis,comparative research,and other research methods.Following the logic of “current conditions-experience-logic-structural model-demonstration-reflection-conclusion”,the research idea of“how-what-why-when-what to do” was developed based on “multiple governance theory”,“structural action theory”,and “effective teaching theory”.The domestic and overseas relevant literature in aspects of the top-level design of data governance,data governance environment,data governance domain,data governance process,and improvement of undergraduate teaching quality were referred to.It was demonstrated that data redirection should be realized for teaching quality governance of universities to improve the quality of undergraduate teaching and promote the modernization of governance system and governance ability of education;data governance of undergraduate teaching quality should follow the idea logic from “digital governance”to “data governance”,the process logic from “passive management” to “active governance”,the technology logic from “a single database” to “intelligent platform”,and the standard logic from “doing things in their own ways” to “the uniform and standardized methods”;and data governance of undergraduate teaching quality should make three assumptions from the dimensions of idea governance,technology governance,standard governance,mechanism governance,and safety governance.From the perspective of university managers,in this study,the three logics,four-dimensional structure,and seven systems of data governance of undergraduate teaching quality were mainly studied from the angles of views of philosophy,pedagogy,management,statistics,sociology,and culturology.The three logics are axiological logic,methodological logic,and instrumental logic.The axiological logic is explained at the levels of ontology,consciousness,and practice,which mainly defines the relationship among stakeholders in the data governance of undergraduate teaching quality;the methodological logic is developed from the dimensions of governance theory methodology and governance strategy methodology,which mainly explores the scientific methods of data governance of undergraduate teaching quality;and the instrumental logic is demonstrated from aspects of mandatory tools,cultural tools,technical tools,and evaluation tools.The purpose is to select an effective tool for data governance of undergraduate teaching quality.The four-dimensional structure includes top-level design,governance environment,governance domain,and governance process.The top-level design includes strategic planning,organization construction,and architecture design.The governance environment includes the internal environment,external environment,and contributing factors.The governance domain includes data management system and data value system.The governance process includes the links of overall planning and planning,construction and operation,monitoring and evaluation,and improvement and optimization.Seven systems include target system,stakeholder system,technology system,standard system,safety system,evaluation system,and guarantee system of data governance of undergraduate teaching quality.The target system develops the design logic of “education purpose-professional target-teaching target-governance target” and the practice logic of “governance target-teaching target-professional target-education target”.The stakeholder system builds the stakeholder system of data governance of undergraduate teaching quality with students as the center closely surrounded by teachers,universities,government,society,and other stakeholders.The technology system develops the IT technology applicable to the data source;the data acquisition technology,data integration technology,data storage technology,and data analysis technology of the data layer;the data application technology of the application layer;and the data safety and privacy protection technology in the whole process of the data governance of undergraduate teaching quality.The standard system builds the standard system of data governance of undergraduate teaching quality composed of basic standards,data standards,technical standards,platform/tool standards,management standards,and safety standards.The safety system builds the safety system of data governance of undergraduate teaching quality in aspects of system control,sound monitoring system,standardized management,and culture development.The evaluation model builds the five-dimensional evaluation system of data governance of undergraduate teaching quality including top-level design evaluation,governance domain evaluation,governance environment evaluation,governance process evaluation,and meta-evaluation.The guarantee system builds the guarantee system of data governance of undergraduate teaching quality at the levels of system guarantee,organization guarantee,technical guarantee,and cultural guarantee.Based on the examination of the current conditions of data governance of undergraduate teaching quality and the enlightenment of four foreign paradigms of data governance of undergraduate teaching quality,in this study,the three logics,four-dimensional structure,and seven systems of data governance of undergraduate teaching quality reform were built.Through the empirical analysis of data governance of undergraduate teaching quality of University Q,the following conclusions were drawn.First,the examination of the current conditions of data governance of undergraduate teaching quality and the practice test results of University Q showed that the maturity of data governance of undergraduate teaching quality was still in the stage of definition.Second,only when the data of undergraduate teaching quality is applied to the teaching of teachers,learning of students,and teaching management services,the purpose of “empowering” undergraduate teaching by data can be achieved,the improvement of undergraduate teaching quality can be promoted,the high-quality development of undergraduate teaching can be realized,and finally the overall,systematic,harmonious,and free development of people can be realized.Third,the logic of data governance of undergraduate teaching quality follows the metaphysical ontology logic,metaphysical methodology logic,and metaphysical instrumental logic.Developing the good relationship between the governance subject and the governance object,selecting the scientific governance theory and effective governance strategy,and using effective tools is the practice logic of data governance of undergraduate teaching quality.Fourth,the four-dimensional structure of the top-level design,governance environment,governance domain,and governance process of data governance of undergraduate teaching quality is planned as a whole and integrated.By overcoming shortcomings of data governance of undergraduate teaching quality,efficient governance can be realized.Fifth,the seven systems of data governance of undergraduate teaching quality,including governance objectives,governance subjects,governance technologies,governance standards,safety guarantee,governance evaluation,and governance guarantee,are seven effective tools for data governance of undergraduate teaching quality.Sixth,the data governance of undergraduate teaching quality should return to universities.Data should empower the teaching of teachers and learning of students,and promote the high-quality development of undergraduate teaching.The lowest requirements of data governance of undergraduate teaching quality include guarding against data traps,adhering to the bottom line of data ethics,and ensuring data safety.Seventh,the data governance of undergraduate teaching quality lags behind the progress of technology.We should further change ideas,thinking,and methods,formulate standards,make breakthroughs in technology,ensure safety,accelerate the data governance of undergraduate teaching quality,and realize the high-quality development of undergraduate teaching. |
