| Amazing historic achievements have been made in decisive victories won in the tough battle against poverty.China has launched a "major attack" against deep poverty and conquered the hardest "nut" of it.On February 25,2021,General Secretary Xi Jinping said at the National Summary and Commendation Conference on Poverty Alleviation that it is necessary to focus on the new development stage,implement a new development concepts,put forward new requirements,take the "three rural issues" as the focus of the Party’s work,give priority to the development of agriculture and rural areas,take the road of revitalizing socialist rural areas with Chinese characteristics,and further reduce the development gap between urban and rural areas,so that low-income people and underdeveloped areas can share development achievements and catch up with China’s modernization drive.Implementing the rural revitalization strategy in an all-round way is nothing short of poverty alleviation in depth,breadth and difficulty.It is necessary to improve the policy system,work system and institutional system,accelerate the pace of agricultural and rural modernization with more effective measures and more powerful forces,promote the high-quality and efficient development of agriculture,and make the rural areas livable and prosperous and farmers affluent.To rejuvenate the nation,the rural areas must be rejuvenated first.And winning the battle against poverty is a priority to implementing the rural revitalization strategy.Under the background of the all-round victory in poverty alleviation,comprehensively promoting rural revitalization requires efforts to maintain the achievements in poverty alleviation and do a good job in the effective link between consolidating and expanding the achievements in poverty alleviation and rural revitalization,leaving no gaps in work and policy.Located on the northeast side of the Qinghai-Tibet Plateau,Xiahe County,Gannan Tibetan Autonomous Prefecture,Gansu Province,used to be one of the major poverty-stricken areas in the "Three Areas and Three Prefectures".The comprehensive victory in poverty alleviation has endowed the mountain paradise,where Tibetans have lived for generations,with vigor and vitality.With the implementation of the rural revitalization strategy,tourism development has become an important means of industrial development and income increase in the county.Instrumental in rural beauty,agricultural efficiency,farmers’ income and rural prosperity,rural tourism development has been regarded as an important engine for rural revitalization.CNOOC,which has invested in the construction of the Ganjia Tourism Camp in Xiahe County,Gansu Province,is committed to building a benchmark camp for the sustainable development of cultural tourism in the region through the project,providing more jobs,driving economic growth and the development of tourism industry in the region,consolidating the achievements in poverty alleviation and playing an industrial demonstration role of rural revitalization.In the planning,development,construction and operation of the Ganjia Tourism Camp,the successful experience of domestic and foreign tourism camps was fully used for reference and combined with the unique cultural and natural tourism resources of Xiahe County,while the ecological environment protection and the full development and utilization of tourism resources were being taken into consideration.Based on the purpose of building a demonstration project for Xiahe County,the builders successfully completed various construction tasks and put them into operation within six months.Thanks to their hard work,the project has developed into a highlight and demonstration project of tourism development in the county,which has also set a good example for the county’s tourism brand construction and tourism image promotion.At the same time,the project has explored the way of using a tourism camp to drive the industrial development.The paper consists of five parts.The first part is the discription which mainly introduces the research background,significance,summary,main concepts and theories,methods and ideas,etc.In the second part,on the basis of summarizing and analyzing the overall situation of tourism development in Xiahe County,the planning,development and construction process of the Ganjia Tourism Camp in Xiahe County,Gansu Province,as well as the post-completion operation model and scheme are introduced in detail in an on-site manner.Through extensive investigation and data comparison,the third part analyzes the leading role of the Ganjia Tourism Camp in the development of local tourism from many aspects including the implementation of the rural revitalization strategy,attempts to establish an evaluation system and model and conducts questionnaire surveys and results analysis and evaluation.The fourth part studies the development model of the Ganjia Tourism Camp under the background of rural revitalization,summarizes the successful experience,finds shortcomings and weaknesses,improves the research methods,and makes specific improvement suggestions for the camp based on the system.The fifth part elaborates on the conclusion of the research.On the basis of theoretical research,the paper will make a comprehensive investigation and analysis of the Ganjia Tourism Camp in Xiahe County,Gansu Province,and a detailed analysis and judgment from the local basic situation,and combine it with the actual situation of tourism development and tourism resources in Xiahe County from the perspective of tourism camp industry which enjoys good development prospects both at home and abroad.At the same time,based on the practice of design,construction and operation service of the Ganjia Tourism Camp built in Xiahe County in 2020,the paper attempts to build a set of important tools to promote rural revitalization and people’s prosperity in the region and provides valuable reference for similar regions to promote rural revitalization and development through tourism camp industry. |
