In the process of comprehensively improving the quality of education,we first need to improve the quality of teachers.Teacher training is an effective way to update teachers’ knowledge structure,promote teachers’ professional development and improve teachers’ quality.Evaluation is the key link to measure the effectiveness of teacher training.Based on the "Coriolis evaluation model",California takes the observation of teachers’ classroom behavior and the value-added results of students’ performance as evaluation indicators to measure the effectiveness of teacher training and provide improvement direction.This study combs the history of teacher training evaluation in the United States through literature analysis and historical research,and divides it into five stages: the germination of teacher training evaluation in the early 19 th century,the formation of teacher training evaluation in the middle and late 19 th century,the development of teacher training evaluation in the 1950 s,the improvement of teacher training evaluation in the 1980 s,and the maturity of teacher training evaluation in the 21 st century.While combing the history,this study explores the system and implementation of teacher training evaluation in California through policy documents and investigation reports issued by the California education administration and the California Education Association.This study found that California mainly evaluates the effect of in-service teacher training in primary and secondary schools in California through the "common progress of teachers and students" system.The evaluation system marks the change of teachers’ teaching behavior by observing teachers’ classroom behavior and filling in the observation form.At the same time,combined with the appreciation of students’ scores in the state standard test at the two levels of class and school,we can finally get the change of teachers’ behavior after participating in the training.According to the report on the implementation of teacher training evaluation in 10 school districts,104 schools and 1830 teacher samples in the 2017-2019 academic year released by the California Department of education administration,the conclusion is that the implementation of teacher training can significantly improve students’ performance,and there are significant differences between different schools and different teachers.The author summarizes four experiences in the implementation of teacher training evaluation in California: first,establish objective efficiency evaluation indicators.Second,pay attention to the professionalism of evaluators.The third is to establish a resource base for visualization of evaluation data.Fourth,build a relatively fair evaluation environment.For the controversy of teacher training evaluation in California,the author summarizes three points: one is the validity of evaluation.The second is the selection and utilization of evaluation data.Third,it pays too much attention to the appropriateness of students’ standardized test scores as evaluation indicators.The implementation experience of teacher training evaluation in California has certain enlightenment significance.In the practice of teacher training evaluation,we should pay attention to the professional construction of evaluators,give different weights according to the types of evaluators,and carry out professional training for evaluators.At the same time,we should do a good job in the construction of evaluation database,the collection and input of data should be simple and easy,the presentation of data should be intuitive and clear,and give full play to the positive role of evaluation data in training improvement.
