In recent years,normal education has been highly concerned by the country and the community.Cultivating high-quality,professional and innovative teachers has become a new demand in the new era.As the source of building quality teachers,the education of public-funded normal students has solved the problem of attracting outstanding talents to teach.As an extension and effective supplement of public-funded normal students,local public-funded normal students provide guarantee for the quality of teachers in the region.However,in the process of system implementation,there are deviations between the ideal and practical operation of system design,and there are also value conflicts between different stakeholders,which have a negative impact on the implementation effect.Therefore,improving and perfecting the system of local public-funded normal students and effectively solving the problems existing in the implementation process of the system which have become the subject faced by local normal universities.This paper uses the literature research method to comprehensively and systematically understand the current situation of the system of local government-funded normal students in various regions,and takes in H Normal University as an example to combine the actual operation.By using the research method,through interviews and questionnaires of students in different grades,we systematically understand the current development situation in local normal universities.After analysis,it is found that the main problems are manifested in three aspects,the design elasticity is not enough,there are deviations in the implementation,and the evaluation system is still non-arrival.In response to these problems,the reasons are analyzed in detail from three aspects : the system itself,the system implementation subject and the system evaluation method.Finally,by combing the main problems and causes with personal thinking,the paper puts forward the following strategies to the construction and development: Firstly,it is necessary to continuously improve the system design and structure,in order to enhance the internal driving force of the system;Furthermore,coordinate the system objectives with main demands to realize the classification training of public-funded normal students and correct the deviation of the implementation of the system of local public-funded normal students;The third is to strengthen the system evaluation,carry out system supervision and evaluation,and open channels for local public-funded normal students to express their demands. |
