Research On Industrial Heterogeneity,Technological Innovation And Employment Effect In Tianjin

Nowadays,China’s technological progress plays a leading role in the economy.Employment is the foundation of people’s livelihood,which is related to economic development,social harmony and political stability.The input of technological innovation will have an impact on the output value of the three industries and consequently it will affect employment.Therefore,while maintaining economic growth and technological progress,we should also ensure the harmonious development of industrial structure and employment structure.Tianjin has a good growing trend in economic development,and has made new breakthroughs in scientific and technological innovation,which has a positive effect on the city’s high-quality development.According to the Report on the Evolution of China’s Regional Science and Technology Innovation in 2020,the comprehensive index of science and technology innovation level in Tianjin is above the national average.However,the current industrial structure of Tianjin still needs to be further optimized,and it still needs to speed up the pace to upgrade the industrial structure.Therefore,how to balance and promote employment under the background of technological innovation and adjustment of industrial structure has become the research issue of the paper.This paper takes the industrial structures and employment structures of the three industries under the background of technological innovation in Tianjin as the research object.After stating the related literature reviews at home and abroad as well as the basic concept,this paper analyzes the influence mechanism of industrial heterogeneity and technological innovation on employment.On this basis,combined with the relevant statistical data issued by Tianjin in recent years,the paper discussed the changes of the output value and proportion of the three industries in Tianjin as well as the fruitful achievements made in the field of scientific and technological innovation in recent years.Then the paper further analyzes the changing process of the employment structure under the background of upgrading of the industrial structure.At the same time,through studying the changing degree of industrial structure and using statistical indicators,the paper analyzes the structure of three industries and employment.Based on Cobb Douglas production function,this paper measures the technological progress index by total factor productivity and expands the employment model,aiming to analyze the impact of the three industries on employment under the background of technological progress.Furthermore,the paper explores the problems existing in labor employment during economic growing and puts forward some targeted policies accordingly.On the existing basis,Tianjin should take multiple measures to alleviate structural unemployment,strengthen the protection of workers’ rights and interests,strengthen personnel training,improve workers’ skills and employment level,strengthen vocational training.Besides,Tianjin should speed up the pace of upgrading the primary industry,adjust the secondary industry,enhance the employment absorption capacity of the tertiary industry.And it should also highlight the development needs of strategic emerging industries and increase government support to encourage technological innovation of enterprises.
