"Reducing the burden of education" has become a hot topic nowadays.Under that social background,school time is strictly limited in order to reduce students’ academic burden.However,with the transformation of the work structure brought about by social and economic development,dual-career families have become the mainstream.The “gap” between the end of the school day and the end of the parent’s work day has made child pick-up and drop-off arrangements a major problem for many families,as well as difficulties in participating in the care and education of children.In this case,although many families choose to alleviate the situation by“leaving their children with the elderly” and attending educational institutions for paid care,many problems have emerged in the implementation of these solutions.As a result,the “3:30 p.m.teaser” has become a major issue for the government and the country.In 2017,the General Office of the Ministry of Education issued the Guidance on Good After-school Services for Primary and Secondary Schools,which has stipulated that the government can effectively solve the problem of difficult pick-up and drop-off for parents by purchasing in-school care services,aiming at improving the way of education services to promote students’ physical and mental health development.Taking governance theory as a perspective,this paper focuses on the perceptions and attitudes of different subjects toward school-based care,based on practical investigation and research,seeking to analyze the problems of school-based care services in depth.The first chapter elaborates the investigation background and the investigation design of the school-based care service for primary school students,and defines the related concepts of the school-based care service from the perspective of educational governance,combining the existing research results at home and abroad,and from the theoretical and Policy Aspects of sorting out the primary school care service related research basis.In the second chapter,the school administrators,teachers,students and parents of seven primary schools in the Jianggan District of Hangzhou are studied.Based on the questionnaire and interview,this paper analyzes the current situation of the implementation of in-school care service in Jianggan District primary schools.Based on the theory of Educational Governance,the third chapter analyzes the problems and their causes in government,schools and parents,and presents a governance dilemma centered on the problem of school trusteeship.The results of the survey show that Jianggan District primary schools have launched in-school care services.The questionnaire survey shows that parents and students have a high demand for in-school care services,but the number of in-school care students is relatively small due to the threshold for admission to school care services.The work alleviates to a certain extent the difficulty of picking up and dropping off children of double-income workers,but the school-based care service is still in the initial implementation stage,and there are inevitably some problems,mainly in lacking of clear policy and institutional support;the form of single content of school-based care service;limited length of care service;cognitive bias in the positioning of school-based care service of relevant subjects;low participation of relevant subjects;and inadequate financial support for after-school service.This paper argues that the value base of the ideal change of school trusteeship from the perspective of governance theory should be “good governance” based on the participation and sharing of multiple educational stakeholders and continuous dialogue,consultation and equal cooperation,which is also a new guideline for the future governance of schools in various organizations under the concept of governance based on continuous dialogue,consultation,and equal cooperation.Based on the analysis of data and discussion,in the Fourth Chapter,from the perspective of educational governance,the paper puts forward the strategies to improve the existing problems of school-based trusteeship service for primary school students: the government plays a leading role,it is necessary to further refine the operational details of the school-based trusteeship service,relax the admission conditions of the trusteeship service,strive for the service of more families in need,and ensure the timely investment of funds and reasonable cost-sharing.Schools should give full play to their role as the main body of management,to strengthen policy promotion,improve service facilities and environment,organize classes according to grades,expand school-based hosting services to meet students’ needs for all-round development;to give full play to the role of home-school cooperation in support of home-school cooperation,promote home-school cooperation,and strengthen service supervision,guide parents into the classroom,enrich the classroom content.The government outside the school and the school system inside the school should take the initiative to change and assume the burden of reconstructing the power pattern inside and outside the school.At the same time,parents,teachers,and students should also make efforts to participate in school-based care matters.In addition,this paper suggests that the important role of non-profit organizations should be given full play,and that only mutual inclusion and cooperative participation of multiple parties can inject vitality and vigor into the development of school-based care and promote the benign development of school-based care services.
