| To accelerate and further develop the establishment of the integrated public service system for talent flow,Szechwan Provincial Department of Human Resources and Social Affairs issued ’The implementation opinions on giving full play to the market role to promote the smooth and orderly flow of talents’(2019).This document is the first reform document on allocating talent flows in talent work in Szechwan Province.Significantly,the key to the smooth and orderly flow of skills lies in whether the government’s services are convenient or not.To understand the depth of service facilitation,we must consider and evaluate the demand for talents.The service facilitation of transferable skills is a complex problem.Therefore,the purpose of this paper is to analyse the shortage of mobility service in Chengdu through the evaluation of mobile talents,and to attract Chengdu’s attention in this respect,and guide the Chengdu government to provide all-round convenience services for the floating skills to build the core competitiveness of the city.The paper adopts the methods of literary analysis and survey interview,conducts field research in Chengdu Talent Flow Service Centre and talent exchange activity centre.Through interviewing with some window administrative service personnel and talents who come to the lobby,obtain rich research materials to construct the evaluation system of talent flow service facilitation based on Chengdu’s situation.Furthermore,this paper produces four dimensions based on the theoretical basis and practical basis,including policy and regulation services,administrative services,supporting facilities services,and social security services in the three stages of talent flow before by analysing the relevant literature of service convenience theory,combined with the information feedback of field research.Significantly,these four dimensions absorb specific evaluation index factors to make the evaluation results reflect Chengdu’s current service situation and the actual demand for mobile talents.This paper introduces the Carnot model and IPA analysis method to construct the framework of empirical analysis.It uses the analytical Carnot model for questionnaire design and data processing.The results of the study found that mobile talents have different levels of expectations and satisfaction with the different services provided by the government during their flow.Floating talents have the highest comprehensive evaluation of the content of administrative services,the evaluation of supporting facilities and policies and regulations is medium,and the evaluation of social security is low.The matrix analysis results show that the services that the government needs to maintain are mainly focused on: deepening the talent settlement policy,enhancing the inclusiveness of the urban humanistic environment,and strengthening the construction of information platforms;services that do not need to be deliberately pursued by the government are concentrated on: the development of talent exchange activities,talents The organization of training activities,the transfer and continuation of social insurance relations,and other services;the services that the government can improve with low priority include: the construction of vocational skills appraisal institutes,the construction of expert service bases,and the construction of young talent internship bases;and the Chengdu Municipal Government is in urgent need The improved and breakthrough services are: the guarantee of housing subsidies,the completeness of the social security system,and the efficiency of employment registration and recommendation.The analysis found that the misalignment between government services and the demand for mobile talents has led to insufficient effectiveness of some services provided by the government.High-expectation services are difficult to maintain for a long time,and low-satisfaction services cannot be significantly improved,resulting in irrational allocation of public resources.Analyzing the differences in the demand for different services by mobile talents will help the government to further identify the point of force for reform.Finally,under the guidance of the theory of service-oriented government,combined with the actual needs of migrant talents in interviews,and on the basis of learning from the excellent experience of several other cities,this article comprehensively extracts suggestions for improvement that are in line with the actual conditions of Chengdu and concentrates on four aspects: The first is to increase the housing security for mobile talents;the second is to improve the efficiency of employment registration and recommendation;the third is to broaden the channels for talent declaration;the fourth is to establish a normalization mechanism for the facilitation and evaluation of talent mobility services. |
