As a new model of higher education in China,the Sino-foreign cooperation in running higher education plays an important role in introducing foreign high quality foreign education resources,supplementing China’s higher education and promoting economic development.In recent years,as the Sino-foreign cooperation in running higher education mode has attracted more and more attention from students and parents,China has set higher requirements regarding the quality and efficiency of Sino-foreign cooperative education.In the developing process of Sino-foreign cooperation in running higher education,there are cases of Sino-foreign cooperative programs not approved by government and of violating regulations when running those programs,which reveals many problems in government supervision of Sino-foreign cooperation in running higher education.To improve the government supervision of Sino-foreign cooperation in running higher education and guarantee its sustainable development,it is of far-reaching significance to explore problems in government supervision and their causes and put forward countermeasures and targeted suggestions.This paper is based on the current supervision situations of Sino-foreign cooperative education at home and abroad learnt through literature research in this field.It defines core concepts like cross-border higher education,Sino-foreign cooperation in running higher education,government supervision,etc.This paper uses responsive regulatory theory,theory of overall quality management and stakeholder theory as the main theoretical basis.After analyzing the development process and current situations of government supervision of Sino-foreign cooperation in running higher education,this paper takes the Sino-foreign cooperative programs of School A of University Y as an example to conduct a detailed study.Questionnaire surveys were conducted among 55 school staff whose job content includes the supervision of cooperative programs and 538 students who completed study in School A of University Y and went to foreign universities.Interviews were made with personnels of relevant government regulartory departments,staffs responsible for contacting foreign universities and staff of international offices,to study supervision contents,rights and responsibilities,and process.Interviews were conducted with students who got Bachelor’s degrees overseas and completed authentication of their degrees in China to learn about government supervision and service from their perspectives.Through interviews,which based on 33 staffs or students,it’s found that problems exist in the government regulation of Sino-foreign cooperative education,such as incomplete policy and regulation system,unclear division of supervisory subjects and obligations,underperformance of responsibilities by supervisory authorities,insufficient disclosure of government information and limited role of social supervisory forces.The reasons for the above problems are analyzed in detail by using responsive regulatory theory,overall quality management theory and stakeholder theory.To draw on successful experiences,this paper also studies and analyzes the experiences in supervision system,process and means,punishment,assessment and certification and quality assurance of Malaysian,UK and US universities,Shanghai Municipal Government,Zhejiang Provincial Government,China Education Association for International Exchange,Xi’an Jiaotong-Liverpool University.This paper concludes with some countermeasures and suggestions to improve and perfect the government supervision of Sino-foreign cooperation in running higher education,such as improving the policies and regulations of Sino-foreign cooperative education,improving the supervision system of Sino-foreign cooperative education,strengthening the overall quality management of Sino-foreign cooperative education,enhancing the backup force of supervision,further implementing the work of government information disclosure at all stages,and building a diversified supervision model.This paper summarized the current situation of and problems existed in government supervision of Sino-foreign cooperation in running higher education,and put forward countermeasures and suggestions.This paper could provide new ways of thinking for relevant government departments to further clarify supervising subjects,contents of supervision,supervisory measures and supervision models in promoting streamlined administration and delegation of power to lower levels,the improvement of supervision,and upgrade of services.Thus,help improving the level of government supervision of Sino-foreign cooperation in running higher education,ensuring the orderly and smooth operation of Sino-foreign cooperative education,and promoting the sustainable development of Sino-foreign cooperation in running higher education.
