The purpose of sino-foreign cooperation in running schools is to enrich China’s educational resources,promote the development of China’s higher education and enhance the internationalization of China’s education.The number of students graduating from higher education institutions with sino-foreign cooperation in running schools has increased to 2.5 million by the end of 2020.However,in the process of promoting sino-foreign cooperation in running schools,various problems have inevitably emerged.How to effectively solve the dilemmas faced by sino-foreign cooperation in running schools,give full play to the advantages of sino-foreign cooperation in running schools,the relevant departments need to optimize the existing.In order to ensure that these schools can complete their activities in accordance with their original intentions,the relevant authorities need to optimize the existing regulatory system and carry out dynamic supervision of institutions that are already running sino-foreign cooperation in running schools.While a scientific and sound regulatory system can significantly improve the quality of sino-foreign cooperation in running schools,it is still worthwhile to review and consider whether the objectives,tools and effects of regulation are in line with the development orientation of sino-foreign cooperation in running schools in running schools and whether they can effectively promote the high-quality development of sinoforeign cooperation in running schools in running schools.Based on this,this paper will conduct a comprehensive analysis of the regulatory system currently in use in China,reviewing its development history,clarifying its effectiveness in the development of sino-foreign schools,exploring the structure of the system,and clarifying the objectives of regulation.At the same time,the following questions will be analyzed: How is the effect of regulation measured? What are the factors that influence the effectiveness of regulation? How can the regulatory system of sino-foreign cooperation in running schools in running schools be effectively optimized so that it can have a positive effect?This paper takes the current situation of sino-foreign cooperation in running schools in higher education in J province as the main body of research,takes the constitutive factors of the regulatory system as the entry point,conducts textual analysis and empirical research on the system of sino-foreign cooperation in running schools currently implemented in China,aims to optimize the existing regulatory system of sino-foreign cooperation in running schools in higher education,clarifies the problems in the regulatory system of sino-foreign cooperation in running schools in China based on the theory of institutional change and the theory of public governance,etc.On the basis of the useful experiences and lessons learned from foreign cross-border education regulation measures,the study will consider how to adopt scientific,reasonable and effective regulatory tools,and form a regulatory model combining external government regulation and internal autonomy of universities,so as to provide reference for improving the effectiveness of the regulatory system and promoting the "connotative" development of sino-foreign cooperation in running schools and promoting the governance of higher education in China.The paper covers the following three aspects:Firstly,an in-depth analysis of the regulatory system of sino-foreign cooperation in running schools is conducted in the light of the existing theories at inner and abroad.This study uses the theory of institutional change as the leading theoretical basis,analyses the internal reasons for changes in social institutions through the actors,sources of motivation and paths of institutional change,explores the role played by the regulatory system in the development of sino-foreign cooperation in running schools,reviews its development history,clarifies the characteristics and contents of the regulatory system of sino-foreign cooperation in running schools at different stages of development.It also reveals the rationality and shortcomings of the existing regulatory system,and envisages the future direction of the system.Secondly,it analyzes the problems and causes of the supervision system of sino-foreign cooperation in running schools.The study reveals various problems in the supervision system of sino-foreign cooperation in running schools,such as unclear power and responsibility,limited tools,unfavorable environment,and the incompatibility between the supervision system and the development goal of sino-foreign cooperation in running schools.It has further clarified the causes of the problem,namely,that the implementation of the rights of supervision over sino-foreign cooperation in running schools is not in line with expectations,and that local governments do not attach enough importance to sino-foreign cooperation in running schools,there is a serious lack of power and supervision implementation is not in place,the awareness of school self-supervision is not enough and supervision ability is not perfect.There is a contradiction between the benign demand of sino-foreign cooperation in running schools’ supervision environment and the complicated reality.This situation causes the existing sino-foreign cooperation in running schools’ supervision system can not play its due role.Thirdly,in order to promote the modernization of global education governance,it has become the common understanding of all countries.The beneficial experience of overseas cross-border education and its supervision system is worth our deep exploration and study,and its lessons are also worth our reflection and absorption.This paper makes an in-depth analysis of the foreign cross-border education supervision mode and determines the core elements of the supervision system according to the goals and needs of sinoforeign cooperation in running schools,starting with the determination of supervision objectives,the division of supervision power,the perfection of supervision tools and the implementation of supervision system,this paper makes an in-depth analysis of the living environment and development path of the supervision system of sino-foreign cooperation in running schools identify the deficiencies of the system,to provide reference for its recommendations.China is a country with a wide geographical area,and sinoforeign cooperation in running schools involves different regions,and there are obvious differences in running schools in different places,this paper discusses the deficiencies of the supervision system in the process of promoting the development of sino-foreign cooperation in running schools.The purpose of this study is to perfect the supervision system of sino-foreign cooperation in running schools,standardize the orderly development of sino-foreign cooperation in running schools,improve the quality of sino-foreign cooperation in running schools,and promote the internationalization process of China’s higher education,to provide reference for promoting the modernization of governance capability and governance system in China’s higher education.
