| The "Recommendations of the Central Committee of the Communist Party of China on the 14 th Five-Year Plan for National Economic and Social Development and the 2035 Vision",adopted at the Fifth Plenary Session of the 19 th Party Congress,clearly defines the policy orientation and objectives of "building a high-quality education system".One of the weakest and crucial links in building a high-quality education system is the development of rural education.At the same time,the revitalization of rural areas is also inextricably linked to rural education.It affects social and economic life in many ways,and has an irreplaceable position in maintaining education equity and social equity.Therefore,our country has introduced many relevant regulations and policies to help rural education develop,and the special post teachers policy is one of them.It has been implemented since 2006,and has been the most important way to train rural teachers for almost fifteen years.As teachers are the key factor of education development,it has great significance to examine the current problems of the special post teachers policy and propose countermeasures to help it build a long-term mechanism.This paper takes the special post teachers in L County of Hebei province as the object of investigation.Through field investigation and one-to-one in-depth interview,we find that there are five main problems in the implementation of the special post teachers policy in L County of Hebei province.First,the special post teachers policy propaganda is not in place;second,the special post teachers’ allocation is not reasonable;third,the special post teachers policy is not conducive to the promotion of teachers’ professional ability;fourth,the special post teachers policy lacks the attention to the issue of teachers’ identity;Fifth,the weak sense of responsibility for the implementation of special post teachers policy leads to the difficulty in the establishment and title of special post teachers,as well as the unattractive salary and welfare.Based on this,this paper puts forward the following countermeasures: first,strengthen the propaganda of the special post teachers’ policy;second,adjust the admission standard of the special post teachers;third,enhance the special post teachers’ professional ability,stimulate the intrinsic motivation of their own development;fourth,in order to solve the identity crisis of special post teachers,we should not only relieve the psychological pressure of special post teachers and reduce their workload,but also guarantee their right to express their will;Fifth,strengthen the sense of responsibility of the relevant administrative bodies,on the one hand to ensure that the establishment of special post teachers and titles can be properly resolved,on the other hand to improve their pay and benefits. |
