Xinjiang accounts for 1/6 of China’s total land area.Surplus labor force is widely distributed in the rural areas of Xinjiang,especially in the rural areas of southern Xinjiang,where the agricultural population accounts for the vast majority of the total population.Idle labor force restricts the economic development of rural areas and affects farmers’ wealth and income.Problem of employment has been the livelihood of the people,is one of the most important aspects of the implementation of huimin engineering,for xinjiang,transfer of rural surplus labor to realize employment is an important way to optimize allocation of labor resources,to promote social and economic development in rural areas,the local farmers’ income,promote the urban-rural integration development has important theoretical significance and practical significance,It is related to social stability and economic development in Xinjiang.In the context of the implementation of rural revitalization,farmers are not only the beneficiaries of the policy,but also the main force for the implementation of rural revitalization.In accordance with the advantages of local resources and cultural characteristics,good publicity and guidance,focusing on increasing farmers’ participation in economic development,can make farmers feel tangible benefits.Firstly,this paper introduces the background of the topic,the purpose and significance of the research,sorts out and summarizes domestic and foreign literature such as employment satisfaction,factors affecting labor transfer,labor transfer dilemma and improvement path,and determines the research method and technical route of the paper.Secondly,the definition of rural surplus labor force,transfer employment and other related concepts,elaborated transfer employment theory,human capital theory,new public service theory,expectation theory and other related theories.Thirdly,through in-depth interviews,consulting and collecting macro data,the regional situation of Wushi County in Xinjiang and the status quo of labor transfer and employment in the past five years are deeply analyzed.Using the questionnaire method,the author visited the surplus rural labor force who realized transfer employment in Wushi County,and explored the current situation of employment satisfaction from five aspects: working conditions,career development and security,policy publicity,employment service institutions and employment training by constructing the satisfaction evaluation index of surplus rural labor force transfer employment in Wushi County.Combined with the basic situation of Wushi county and the evaluation results of transfer employment satisfaction,this paper expounds the existing problems of transfer employment in Wushi County,and analyzes the causes of the problems in detail.Finally,put forward the countermeasures and suggestions to improve the effectiveness of transfer employment.Through the research,it can be found that the satisfaction score of transfer employment subjects to each index layer from high to low is policy publicity,employment service agencies,employment training,working conditions,career development and security.The satisfaction scores of all indicators are between3.0 and 4.0,indicating that the respondents are generally satisfied with transfer employment,but there is still a gap between them and the needs of the masses.There are still some problems in the transfer of rich rural labor force in Wushi County,such as low cultural quality of rural labor force,incomplete change of employment concept,poor employment stability,public employment management service to be improved,and poor skill training effect.Based on the analysis of the problem,five suggestions are put forward.First,strengthen propaganda and guidance,change the concept of labor employment;Second,to improve the employment environment,improve the quality of employment;Third,integrate all resources to improve the effectiveness of transfer employment training;Fourth,expand employment channels and steadily increase the income of the surplus labor force;Fifth,we will improve the mechanism for providing public employment services and consolidate the benefits of transfer employment.
