| With the acceleration of industrialization and urbanization in China,the gap between urban and rural areas has widened gradually,and the economic and social contradictions brought about by the dual economic structure between urban and rural areas have gradually become the basic contradictions of modern Chinese society.The employment transfer of rural labor force has become a major economic and social problem facing our country.Although China has taken many measures to stabilize the transfer of rural labor force,if the transferred rural labor force cannot achieve stable employment,the rural labor force is bound to return to the countryside or the quality of life in the cities is extremely poor.Therefore,how to create more employment opportunities,create a better entrepreneurial environment,build a harmonious employment relationship,and achieve high-quality employment of rural labor force is not only the livelihood of the people,but also the implementation of the new concept of development.In this paper,a large number of rural labor transfer employment related literature is consulted by literature analysis method.On the basis of current scholars’ research,the relevant situation of domestic and foreign scholars’ research on rural labor transfer employment is understood.Secondly,through data analysis and field investigation,this paper expounds the current situation of rural labor transfer employment in Yaozhou District of Tongchuan City and the relevant practices of the government in promoting the employment of rural labor,summarizes the existing problems in the transfer employment of rural labor in Yaozhou District of Tongchuan City,and explores the causes of the problems.And put forward to promote rural labor transfer employment and enhance the government function of the relevant countermeasures.Through research,on the one hand,the quality of transfer employment of rural labor force is improved,the number of migrant workers is stabilized,and the employment of rural labor force is promoted locally,so as to increase the income of rural labor force and make it rich.On the other hand,by improving the government service capacity,we can provide high quality guarantee for the employment of rural labor.First,the paper analyzes and investigates the current situation of rural labor transfer employment in Yaozhou District of Tongchuan City and the government’s relevant practices in promoting rural labor employment.Secondly,the paper analyzes the problems existing in the transfer employment of rural labor force in Yaozhou District of Tongchuan City,including four aspects: the implementation of the government’s employment promotion policy is not in place,the effect of skill training to promote employment needs to be strengthened,the environment for rural labor employment and entrepreneurship needs to be improved,and the government’s ability to transfer rural labor employment services needs to be strengthened.The third is to explore the causes of the problem,including the government’s employment promotion policy propaganda is not deep enough,the government’s skills training mechanism is not perfect,the social employment welfare security system is not perfect,rural labor employment and entrepreneurship mechanism play not in place.Finally,I learned from the intelligent gig market in Yuncheng City,Shanxi Province,and the experiences and practices of Dali Bai Autonomous Prefecture in Yunnan Province in cultivating and creating labor service brands and strengthening the protection barrier of workers’ rights and interests.For the transfer employment of rural labor force in Yaozhou District,Tongchuan City,countermeasures and suggestions are put forward in four aspects,including implementing employment policies,strengthening vocational skills training,improving government services,improving social security,and taking multiple measures to provide employment services,so as to provide employment services for migrant workers and promote the high-quality development of Yaozhou. |
