| Since the Eighteenth National Congress of the Communist Party of China,General Secretary Xi Jinping has stood at the strategic height of the overall situation and provided a guide for action in the new era.The Shanxi Provincial Party Committee and the provincial government have provided guidance and policy guarantee for all parts of the province to win the battle against poverty in many fields in the new era.The Opinions of the General Office of Shanxi Provincial People's Government on Further Improving the Employment Transfer and Poverty Alleviation of Poverty-stricken Rural Labor Forces pointed out that: Helping the Poor Rural Labor Forces to Transfer Employment Nearby Locally and Guiding the Poor Rural Labor Forces to Transfer Employment.Shanxi Province has a large poverty area.Two of the fourteen poverty-stricken areas in China are located in Shanxi Province.They are "Yanshan-Taihang Mountains" poverty-stricken areas and "Luliangshan Mountains" poverty-stricken areas.Of the 119 counties(cities and districts),58 are poverty-stricken counties at the national or provincial level,with a poverty population of 2.32 million.The poverty level is deep,the poverty level is wide and the incidence of poverty is high.Many poverty-stricken areas have harsh natural conditions,"one side does not support the other".Geographical location,natural environment,macro-economy and personal factors are intertwined.The task of eliminating poverty in poverty-stricken areas on the spot is heavy,the cost of eliminating poverty is high and the task of eliminating poverty is arduous.Accurate poverty alleviation requires not only blood transfusion but also hematopoiesis.It is of great practical significance and long-term significance to improve the development aspiration and ability of poor households.The rational flow and effective allocation of poverty-stricken labor resources are also conducive to increasing farmers' income and promoting rural development,optimizing the allocation of resources and releasing the vitality of labor force,narrowing the gap between urban and rural areas,and promoting three industrial restructuring.Shanxi Province has been designated as the comprehensive reform pilot area of resource-based economic transformation,which provides policy support and external environment for the first test,bold practice and reform and innovation in the field of poverty alleviation,and provides good opportunities for the precise poverty alleviation of rural labor force transfer and employment.Based on the analysis of the basic situation of Shanxi Province,the situation of rural labor force and the distribution of poverty-stricken population in Shanxi Province,the poverty-stricken areas in Linxian County are selected as research sites.Through investigation and interview,the basic situation of the sample and the comparison of transfer employment are obtained,and the effectiveness and problem attribution of transfer employment poverty alleviation are analyzed.Finally,four countermeasures are put forward to promote the transfer of poverty-stricken rural laborers in Shanxi,namely,strengthening the transfer of poverty-stricken rural laborers to employment nearby;guiding the transfer of poverty-stricken rural laborers to employment in other places;improving the accuracy of Vocational training;and strengthening the policy and system guarantee.It is hoped that the study will be helpful to the precise poverty alleviation in Shanxi Province.This paper is divided into five chapters.The first chapter is the introduction,the second chapter is the research basis,the third chapter is the basic situation of Shanxi Province and the situation of rural labor force,the fourth chapter is the distribution of poverty-stricken population in Shanxi Province and the survey and analysis of employment poverty alleviation questionnaire,and the fifth chapter is the countermeasures to promote the transfer of rural labor force employment and poverty alleviation in Shanxi Province. |
