Research On After-school Discipline Training Institutions From The Perspective Of Multi Center Collaborative Governance ——Taking L City As An Example

Abstract/Summary:
With the rapid development of China’s economy and the increase of disposable income of urban and rural families,under the dual influence of the ideological trend of "elite education" as well as the failure of school education to meet the needs of individualized education personalized education,an increasing number of parents enroll their children in after-school training courses for the purpose of expecting them to be the top students in the entrance examinations.In this context,both the number and the scale of after-school discipline training institutions have grown wildly.However,ignoring the impact of the rapid growth,the Chinese government lacked attention to these institutions,because of their late emergence,resulting in many problems during the governance of the "cooling process" of these institutions.Taking L city as an example,this paper sorts out the related policies,investigates the current governance status as well as summarizes the existing problem and analyzes their causes to explore the governance model of after-school discipline training institution by following the theory of multi-center collaborative governance to promote the rational development of after-school discipline training institutions,and to promote them to play an appropriate role as an education supplement to school education,hence contribute to the creation of a high-quality education system.Firstly,five representative after-school discipline training institutions were selected,according to the number and scale of the current institutions in L city,and questionnaires were distributed to their students and parents by means of stratified random sampling to understand the current situation of students’ participation in after-school discipline training under the background of the "double reduction" reform and parents’ participation in the governance of the institutions.Secondly,interviews were conducted with the staff of the Education and Sports Bureau of L city to understand the current problems and difficulties in the governance of the institutions;then,questionnaires were distributed to the teachers of the five institutions to understand the current status of teachers and the teaching situation;finally,the governance measures of after school discipline training institutions in L were summarized through the government portal and interviews with the heads of the institutions.Combined the above empirical investigation,it is concluded that the governance of after-school discipline training institutions in L city has problems such as the disconnect between some policy and reality,the lack of effective supervision by the government,and the lack of awareness of various subjects to participate in the governance.The main reasons are analyzed as follows: firstly,the design of the relevant governance system is not perfect;secondly,there are limitations in the current "single government-led governance approach";thirdly,the recognition of the policy by governance subjects is not high,especially students,parents and institutions.By summarizing and analyzing the problems and causes of the governance,it can be concluded that the governance of after-school discipline training institutions in China involves many different subjects,which is difficult to identify and govern,and the formation of problems is relatively complicated.Therefore,in the process of governance of after school discipline training institutions,multiple subjects need to play their role in order to address both the symptoms and root causes.To build a multi-center collaborative governance model,we must give full play to the governance resources and advantages of each subject,and make them work together to form a joint force,so as to gain an effect of "one plus one is greater than two",hence to establish effective governance and help the construction of high-quality education system.During the building of the multi center collaborative governance mechanism,firstly,clarify the responsibilities and positioning of each governance subject should be clarified;secondly,the government should deal with the relationship between various subjects and build a path of multi center collaborative governance;finally,the government should take the lead to improve the governance policy text and establish long-term evaluation and accountability mechanism for the governance of after-school discipline institutions...
