Research On The Action Strategy Of Social Work Organizations Participating In Community Governance From The Perspective Of Multi-center Governance

Since the 19 th National Congress of the Communist Party of China,social governance has gradually become a hot spot of social concern.The Fourth Plenary Session of the 19 th CPC Central Committee clearly stated that efforts should be made to realize the new social governance pattern of "sharing,co-governance and co-construction",and the focus of social governance should gradually sink to the community.Community is an important part of society,and the degree of community governance determines the modernization level of social governance in a certain sense.Nowadays,people gradually put forward higher requirements and diversified demands for life style,and the traditional paternalistic management mode of "all-in-one by the government" has gradually changed to the collaborative governance of diversified subjects,forming a form in which the government,the community,social work organizations and community residents participate together.Because of its altruistic nature of "helping others and helping themselves",society plays an irreplaceable role in the process of community governance.It is of great practical significance to study the action strategy path of social work organizations’ intervention in community governance to promote the refinement and innovation of community governance in China and help realize community residents’ autonomy.In this paper,taking X youth social work organization in our city as a case,taking polycentric governance theory as a framework,combining with embedded theory,and adopting the research methods of participatory observation and semi-structured interview,the practical action logic of X social work organization participating in community governance is deeply studied and discussed.Through the practical research on social work organizations’ involvement in community governance,it is found that X social work organizations encounter difficulties that hinder in-depth governance when participating in community governance.These problems include: insufficient ability of multi-subject collaborative governance,the content of governance is relatively single.unclear positioning of social work organizations’ service roles,insufficient endogenous motivation of social work organizations’ growth,and weak awareness of community residents’ participation in activities.Based on the objective problems,X social work organization has adopted a series of action strategies to deal with them.For example,we should dig the foundation of multi-subject cooperation and participation in governance,explore diversified governance contents,give full play to the role advantages of social work organizations,build a systematic training mechanism for social workers,and cultivate the sense of autonomy of community residents.The application of these strategies has promoted refined community governance,promoted residents’ autonomy,and improved the service quality of professional social workers.However,in addition to the active efforts of social workers,the improvement of community governance ability and effect also requires the full collaborative participation of other governance subjects,such as the government,neighborhood committees and residents,so as to finally achieve the governance goal of "sharing,co-governance and co-construction".
