The Study On Urban Community Governance

The community is the basic unit of urban management and development. The success of community governance, plays an important role in the effective transformation of government functions, the cultivation of civil society, and the construction of a harmonious society. It has a great influence on urban economic development, political stability and social progress. Thus, the study on urban community governance has far-reaching theoretical and practical value. Community governance needs to satisfy the requirements of the main bodies, realizes the opening and share of community resources and rights in the larger range, and achieves multiple players'common governance.Governance theory is a theoretical genre which has significant impact on the reform of the countries and regions even the entire world since the 1990s. It is widely used in political, economic, social and other fields, whether as an analytical tool, or as a value orientation. So Commission on Global Governance asserted that the 21st century is a new century with better governance. The paper regards multi-center governance theory and self-organization theory as research tool, analyzes urban community governance using standardized analysis methods, and provides a constructive response. It attempts to build up a harmonious community using multi-governance and self-organization theory in the circumstance of multi-center community governance.This paper is divided into five parts: The first part is preface, explaining selecting reason and the research summary. The second is outlined ideas on the study, including research idea, content, method, innovation and insufficiency of paper. The third introduces the community governance practice, analyzing characteristics and problems of Qingdao's community building to prove the feasibility of the theory. Part IV discusses generally the difficulties of community governance to have a clear concept that community governance has a long way to go and a lot of efforts to do. Part V explores the measures of community governance to provide instruction for practice.Urban community governance should adhere to scientific development concept to guide the overall situation in China, according to the building of a harmonious society, innovate community operating mechanism, transform government functions, develop multiple governance bodies, and vigorously promote the building of a harmonious community. Moreover, hard working and great efforts should be done for the masses to provide the better public services, and build up the harmonious community with self-government, orderly management, good service, safe circumstance, wonderful environment, and fine civilization and harmonious atmosphere.
