In China,the "A Half Past Three problem" is plaguing more and more families and gradually becoming a social hotspot.In order to fill the students’ spare time,urban parents have sent students to various interest classes and cram classes,etc.,which is contrary to the original intention of the state to "reduce the burden of students".However,students from disadvantaged families such as rural families and migrant workers’ families have opened up a growing gap between urban students due to the lack of corresponding educational resources.In order to cope with this situation,not only to solve the problem of parents’ pick-up,but also to reasonably arrange the after-school life of students and promote the all-round development of students,since 2017,education administrative departments at all levels have issued after-school service policies,requiring schools to carry out after-school services in schools.In the years since the implementation of after-school services,due to policies,funds,teachers and other reasons,after-school services have generally only solved the problem of students’ care in schools,and the personality development of students has not yet been reflected.In 2021,with the promulgation of the national "double reduction" policy,after-school services have become an important part of the "double reduction" policy.Local governments have made it clear that the content of after-school services should be enriched,the quality of after-school services should be improved,and the physical and mental development needs of students should be met.At present,the academic community pays more attention to the after-school services of urban primary schools,and pays little attention to the after-school services of township primary schools.From the perspective of synergy theory and public service theory,this paper investigates and studies the current situation of the implementation of after-school services in township primary schools,finds out the problems and causes,and proposes some optimization paths.The X Primary School,a township primary school with children from outside migrant workers,was selected as the research object,and the questionnaire and interview were the main research methods,and the implementation of after-school services in the primary school was investigated on the spot.After the questionnaire survey of teachers,parents and students and the in-depth interviews with school administrators,teachers and parents,the implementation of after-school services in the school was understood,the achievements and existing problems of X Primary School in after-school services were summarized,the reasons were analyzed from the aspects of the government,schools,teachers,parents,etc.,and the ways to optimize the afterschool services of township primary schools were proposed from the aspects of the government,schools,teachers and society.The study found that : The school guarantee the implementation of policies basically;The teachers’ individual potential were explored;The key needs of parents were achieved;The students’ homework quality and efficiency were improved.At the same time,it was also found that there were the following problems in Primary School X: The school training,supervision and evaluation mechanisms were incomplete,The teachers’ right to rest could not be guaranteed,The parents’ awareness and participation in after-school services were insufficient,The quality of the curriculum was difficult to promote the development of students’ personality;The gap between urban and rural areas was gradually increasing under the background of "double reduction".The main reasons for this are: the government policy system is not perfect,the understanding of schools is not in place,teachers lack incentive mechanisms,parents are constrained by social class attributes,and the implementation of the "double reduction" policy is not prepared.Finally,on the basis of in-depth analysis,four paths to optimize the afterschool services of X Primary School are proposed.First,from the government level,it is necessary to improve the policies and guarantees related to after-school services.Second,from the school level,it is necessary to improve the implementation and management level of after-school services.Third,from the perspective of teachers,it is necessary to improve the professional quality of after-school services.Fourth,from the parent level,it is necessary to strengthen family education guidance and home-school cooperation.Fifth,from the social level,it is necessary to integrate social resources to promote diversified cooperation. |
