In order to solve the social issue of great concern," where should primary school students leave school untimely go?",and based on the pilot study in the early stage,Shandong Provincial Department of Education issued Guidance on Comprehensively Promoting After-school Service in Primary Schools(No.2[2019] of the shandong basic education)in May 2019.The document clearly requires all primary schools in the province to play the role of main channel of after-school service,and comprehensively implement policies to solve primary schools on the basis of efficient use of educational resources in the school to solve the after-school education for students.As a school education activity closely related to compulsory education,after-school service can fill the vacancy of family education for primary school students to a certain extent,and also play a positive role in promoting the overall development of students and realizing education equity.At present,the pilot implementation of after-school service in some urban schools in Shandong Province has achieved satisfactory results,but there are still some difficulties in the implementation of school in rural areas.Therefore,it is necessary to carry out a systematic investigation and research on the current situation of the implementation of after-school services in rural primary schools,and to explore the feasible path of its transformation from "reality " to "ought ".First of all,based on the existing research results of after-school service at home and abroad,combined with the current situation of educational resources in rural areas,this study discusses and defines the relevant concepts and nature of after-school service in rural primary schools,and sorts out the relevant research basis of after-school service in rural primary schools from the theoretical and policy aspects.Secondly,taking the school administrators,teachers and parents of students in five primary schools of villages and towns in Y County of Linyi City,Shandong province as the research objects,the paper analyzes the current situation of the implementation of after-school service in the primary schools of villages and towns by combining the methods of questionnaire and interview.The survey results show that at present,Y County primary schools of villages and towns have carried out after-school services.Due to the urgent needs of parents of students for after-school services intownship schools,the actual participation of students is high,and this work to a certain extent alleviates the problem of post-school care and education of township primary school students in the villages and towns and surrounding rural areas.However,after-school service in township schools is still in the initial stage of implementation,inevitably there will be some problems,mainly reflected in the lack of early design;the implementation process needs to be optimized;the supervision and evaluation system is absent.The main reasons for the problems are the misunderstanding of the connotation of relevant subjects,the lack of protection of teachers' labor rights and interests,the lack of students' right to receive education suitable for their development,the lack of parents' participation in the governance of after-school service work and the relevant supporting guarantee mechanism.Finally,in order to promote the smooth development of after-school service in township primary schools,the relevant subjects should set up reasonable after-school service objectives,make feasible plans and carry out effective publicity on the premise of deepening the connotation of after-school service,so as to reshape the early design;pay attention to the rights and interests of teachers,students and parents in order to optimize the implementation process;establish a complete supervision and management mechanism,safety management mechanism and financing mechanism to ensure the standardized operation of after-school services in township primary schools. |
