As global economic integration and China’s reform process deepens,the concept of education is changing as well,the public’s expectations and requirements for education have significantly increased.The social contradictions of China are relatively significant in the field of education,that is,the contradiction between the unfair allocation of educational resources and the growing demand for education.This problem has become a hot issue in society.In particular,the economic development in the western region lags behind the eastern region,and the distribution of educational resources is unbalanced between urban and rural areas.As for the study on the balanced development of compulsory education in the western region,it is conducive to provide theoretical support for the local governments and educational administrative departments to formulate relevant policies..As a small agricultural city in the western region,Dazhou City has a large number of rural population.Meanwhile,its economic foundation is relatively weak.Particularly,in Tongchuan District.It is very difficult to balance the development of compulsory education.Over the years,it can be seen that Tongchuan District had some achievement.However,there still is a problem of unbalanced and insufficient high-quality education resources.This paper takes Tongchuan District,Dazhou City,Sichuan Province as the object of study.According to the analysis of the related concepts as well as the research results at home and abroad,it takes the public goods theory,human capital theory,education equity theory as the theoretical support,to analyze the current situation of the development of compulsory education in Tongchuan District from the aspects of funding investment,school layout,and school running conditions.Besides,it identifies all kinds of existing problems through questionnaire survey.Finally,it puts forward some countermeasures and suggestions to accelerate the balanced development of compulsory education in Tongchuan District in the new era from the four dimensions,such as strengthening the leadership of the party,optimizing the school layout,promoting the development of teachers and improving the quality of running schools.
