| Since the beginning of the new century, with the rapid development of compulsory education in quantity and scale, the focus of education policy, reform and development has gradually evolved from the stage of quantity and scale to quality and equity. Compulsory education in our country has been popularized, and stepped into a new stage of consolidating the achievements, improving the quality and promoting the development of connotation. The reform of balanced development about compulsory education is the core task of basic education at present, also it is an effective way to promote educational equity and improve the quality of education in our country.Since 2009, Xinxiang,Henan province started to explore the reform of balanced development about compulsory education within the range of the city,and began to develop the running school test about the diversified cooperation in the urban areas of the school in 2010, what’s more, proposed the goal of eliminating school choice phenomenon to 2015 in the compulsory education stage. Through several years of reform experiment, a number of effective practices about the reform of balance have been emerged, also summed up the reform experience of local practice, and No.10 middle school of Xinxiang is one of the significant reform examples on diversified cooperation in running school. In this article, the author adopts the case study method, investigation method and literature research method, and tried to take No.10 Middle School in Xinxiang city as the research object, based on the analysis and summary of the existing literature, went deep into No.10 Middle School to carry on the field research, through the typical case of Xinxiang City about the regional reform of compulsory education, analyzed the developing course of union School and specific practice, summarized the experience of joint running school and the cause analysis of getting good results, analyzed and predicted the problems that may arise in the process of the future, proposed the reform strategy called three steps walk and security factors that can solve the problem that may exist in the course of development about compulsory education, carding the thought of the balanced development reform, finally, with the hope of providing the reference for the balanced development of compulsory education in other regions, and can play a role for managers, educators and teaching decision makers. |
