High-end human resources are always scarce.The supply of high-end human resources cannot meet demand,In addition,talents are concentrated in economically and culturally developed areas,and it is difficult for relatively underdeveloped area to use high-end human resources.For developed regions,the supply of talents is sufficient,which will lead to the relative idleness of talents,the ability of talents cannot be fully utilized,and the influence of knowledge cannot be fully diffused.Online human resources sharing can connect the supply and demand of talents,It can play the role of high-end talent knowledge,can alleviate the difficulty of talent use in underdeveloped area,The formation of a new model of talent use is conducive to narrowing the regional talent distribution gap and can effectively alleviate the phenomenon of talent agglomeration in economically developed regions.Therefore,in the internet environment,how to promote the online sharing of scarce human resources is a research topic with important practical significance.Based on this,the goal of the thesis is to promote online sharing of human resources and narrow the gap in regional high-end human resources,the core is to protect the legitimate rights and interests of both parties,using blockchain,smart contracts and Internet of Things technology,research and build an online sharing mode of scarce human resources based on smart platforms.Firstly,the thesis sorts out the characteristics of scarce human resources and the main problems,it proposes an intelligent solution for online human resources sharing,it analyze the relationship of both parties and operation mode of the smart platform,and build an online sharing mode framework based on the smart platform.Secondly,in order to enhance the possibility of cooperation between the supply and demand parties,strengthen the control of the contract process and the punishment of breaches,the thesis design the supply and demand attraction mechanism,contribution incentive mechanism and default prevention mechanism respectively.Finally,according to the blockchain technology,the idea of platform user credit management based on blockchain is proposed,and the user credit management path is designed.According to the smart contract technology,the transaction management path is designed.According to the Internet of Things technology,the thesis build the functional framework of the Internet of Things,and design the online knowledge sharing path of human resources.
