The huge scientific project(HSP)is a project of “science,technology,and engineering” that has a strategic and fundamental status in China’s current technological and social development.According to the country’s plan,more universities will undertake huge scientific projects in the future.The experience and lessons learned from the existing project experience are of great significance for universities in the future to undertake huge scientific projects.Huge scientific project is not only a major experimental device and major scientific and technological infrastructure,but also the “form” of contemporary large-scale scientific research,which represents the trend of scientific development today.This research attempts to present the characteristics of big science through the study of Space Environment Simulation and Research Infrastructure(SESRI)project;on the other hand,it reveals the conflict between huge scientific projects and the governance system of engineering universities.It is hoped that it can go beyond the university’s governance method of“scientific research zone” in the construction of large-scale science projects,and propose a governance path for the reform and collaborative innovation of huge scientific projects and engineering universities.This study firstly reviewed the development profile and institutional arrangements of the SESRI project,and divided the process of the SESRI project to date into three stages: prefabrication research,project approval,and project construction,and introduced the SESRI project in terms of construction management mechanism guarantee,operation management mode,etc.Based on the interview content and data,it analyzed the problems encountered by Harbin Institute of Technology in the process of undertaking the SESRI project.Secondly,based on the “in-depth description” of the experience of the SESRI project,beyond the usual understanding of the big science,it proposes the characteristics of the big science: the dynamic,interdisciplinary and integrated nature of the scientific problem setting and the problem in the application context.The variability and dynamics of the organization and the diversity and multi-dimensional nature of quality control.Analyze the problems encountered by SESRI,and point out that the essence of these problems is the contradiction between the university governance mode as a small science and the Huge scientific project governance mode as a big science.Finally,based on the historical context and main issues of engineering university reforms,it analyzes the commonality between engineering university reform and huge scientific projects governance,and proposes a possible path for collaborative innovation between huge scientific projects and engineering university governance in the future: setting diversified training Goal;take huge scientific projects as the“focus”,establish a project-centric interdisciplinary mechanism;reform disciplinary and professional vertical administrative system,establish a flat collaborative innovation system;give sufficient attention to the engineering design team,To construct an evaluation system for engineering scientists.
