Research On The Supply And Demand Of Kindergartens In Xi’an Under The Comprehensive "Two Child" Policy

Since the year of 1978,the implementation of family policy planned,the problem of China’s large population base and rapid population growth has been effectively curbed.However,with the development of social economy,the problem of population structure unbalanced,the aging population intensified,the birth rate decreased and the young labor force unsatisfied the requirement has seriously restricted the further sustainable development of China’s economy.In order to adapt to changes of the times and society from 2015,my country proposed a "comprehensive two-child" birth policy,which aims to increase the fertility rate.But the birth statistics in recent years have not achieved the expected results.On May 31,2021,the meeting of the Political Bureau of the CPC Central Committee put forward the policy of one couple having three children and supporting measures 。In the process of promotion of the "two-child" policy,the management and education of infants and young children under the age of three have become the biggest concern of parents of childbearing age.Because of inadequate public services,0-3-year-old childcare services supply and demand imbalance,childcare services lag will cause high cost of raising families,female employment difficult enterprise labor costs and other issues affecting the family fertility Willingness and decision-making.More and more countries attach importance to childcare services,and actively take measures in terms of policy improvement,legal protection,financial support and system construction to promote the development of public childcare services in their countries.Compared with developed countries,the development of childcare services for 0-3 years old in my country is lagging behind,with imperfect policies and regulations,insufficient public investment,and industry teachers.This article starts with the background and significance of the topic,combs the current research status and existing results at home and abroad,and then clarifies the relevant concepts,public service theory and other theoretical basis,and then uses questionnaire surveys,visits and surveys to find out about the kindergartens in Xi’an.The basic situation of service demand and supply,analyze the reasons for the existing supply-demand imbalance,market supervision confusion,shortage of teachers,etc.,draw on the experience accumulated by foreign governments in the development of childcare services,and base on the resource supply level and system construction.Put forward countermeasures and suggestions at the level,talent protection level and management supervision level,and explore the path of improving public service for kindergartens.
