Research On The Impact Of International Talent Aggregation On Technological Innovation Efficiency And Improvement Strategie

As the world’s unprecedented changes deepen,science and technology innovation has become the main battlefield of international strategic games.General Secretary Xi Jinping has stressed efforts to implement the strategy on developing a quality workforce in the new era,to cultivate,introduce and utilise talents in an all-round way,and to accelerate the work to build China into a major world center of professional talent and innovation.China has taken multiple measures to attract and nurture international talents,such as returnees and foreign talents,to give full play to the scale effect and knowledge spillover effect of international talent agglomeration on technological innovation.However,confined to the constraints of resource endowment,technological innovation is prone to path dependence,and the impact of international talent pooling on the efficiency of technological innovation is the scientific question of this paper.This article takes national high-tech zones,which are typical representatives of innovation clusters,as research samples,and constructs a theoretical framework centered on new economic geography,human capital theory and technological innovation theory.International talent are divided into returnee talent and foreign talent.According to the research logic of "to what extent international talent gather-what impact does it have on technological innovation efficiency-how to improve technological innovation efficiency through international talent gathering",by using methods such as data envelopment analysis,econometrics,and fuzzy set qualitative comparative analysis,we measured the international talent agglomeration and technological innovation efficiency,analyzed the impact of international talent agglomeration on technological innovation efficiency,explored the strategy of international talent pooling to enhance technological innovation efficiency,and proposed countermeasures and suggestions for international talent agglomeration and technological innovation.The main research conclusions of this article are as follows:(1)The international talent agglomeration and technological innovation efficiency are both showing an unbalanced development trend.The total amount of international talents has been growing steadily,generating the phenomenon of international talent gathering,but presenting regional and structural imbalance.At the regional level,the trend of international talent gathering in economically developed areas in the southeast is becoming increasingly evident.Among them,the returnee talent concentration in the western region is the lowest,while the foreign talent concentration in the northeast region is the lowest.At the structural level,returnee talents are the main body of international talents,and the gap between them and foreign talents is further intensifying.However,the gap in the concentration of returnee talents among provinces is decreasing,while the difference in the gathering of foreign talents between provinces is still significant.In terms of technological innovation efficiency,the distribution of high,medium,and low efficiency high-tech zones is not balanced,and the overall innovation efficiency of high-tech zones is lower.However,the trend of technological innovation efficiency and international talent agglomeration is relatively consistent,and the two have a linear correlation with the same direction.(2)International talent gathering promotes technological innovation efficiency,but there is significant heterogeneity.The international talent gathering has promoted the improvement of technological innovation efficiency,and its promoting effect is more obvious in the eastern and northeastern regions,as well as in sub provincial cities.From a structural point of view,the impact of returnee talent pooling on technological innovation efficiency is the same as that of international talent agglomeration,while the effect of foreign talent gathering on technological innovation efficiency has not yet appeared.The mechanism analysis shows that international talent agglomeration promotes the improvement of technological innovation efficiency through the accumulation and diffusion of knowledge capital and the diversity of cultural capital.The mechanism of returnee talent agglomeration on technological innovation efficiency is the same as that of international talent agglomeration.The low-cost advantage generated by social capital has become an important channel for foreign talent agglomeration to promote technological innovation efficiency.Dynamic effect analysis found that the agglomeration of international talents and returnee talents has a relatively small impact on the efficiency of technological innovation in the early stage,but gradually shows the promotion effect on the efficiency of technological innovation over time.(3)The synergy between international talent agglomeration and environmental factors is an effective strategy to enhance the efficiency of technological innovation.The single antecedent conditions such as returnee talent gathering,foreign talent gathering and environmental factors do not constitute the necessary conditions for high technological innovation efficiency,but there are three configuration paths to generate high technological innovation efficiency,which can be summarized as the "dual drive of foreign talent gathering-cultural environment" path,"returnee talent gathering-foreign talent gathering-policy environment coordination" path,and "dual drive of returnee talent gathering-economic environment" path.At the same time,there are also three configuration paths that generate non-high technological innovation efficiency,and there is an asymmetric relationship with the high technological innovation efficiency configuration.Compared with the existing studies,the marginal contributions of this paper are as follows:(1)Previous studies have neglected the construction of a theoretical framework for the impact of international talent agglomeration on technological innovation efficiency,and have not systematically explained the mechanism by which international talent agglomeration affects technological innovation efficiency.This article constructs a theoretical framework based on the impact of international talent agglomeration on technological innovation efficiency,with new economic geography as the core,and systematically analyzes the mechanism of the effect of international talent agglomeration on technological innovation efficiency from the perspective of capital theory.(2)Previous research has been limited to the study of homogeneous international talents,and the absolute amount of international talents at the macro or micro level is used to analyze their impact on technological innovation efficiency.This paper distinguishes the differences in the types of international talent composition,and identifies the heterogeneous impact of international talent agglomeration on technological innovation efficiency characterized by relative quantity at the meso level.(3)Based on the weak correlation between antecedent variables,previous studies have analyzed the "net effect" of a single antecedent condition of international talent gathering on technological innovation efficiency.In this paper,we have constructed a configuration theory analysis framework for the influence of international talent gathering on technological innovation efficiency,which reveals the complex interaction mechanism of international talent gathering on technological innovation efficiency.
