Shandong Province is the pilot zone for the transformation of old and new growth drivers,and the cross-regional flow and integrated development of scientific and technological talents and industrial resources are continuously promoted.Through systematic research on the relationship between scientific and technological talents agglomeration and industrial collaborative agglomeration,it is of great significance for Shandong Province to scientifically understand and grasp the internal connection between scientific and technological talents and industrial synergy.Based on the perspective of complex system theory,this thesis studies the interactive cooperative relationship between the agglomeration of scientific and technological talents and industrial collaborative agglomeration in Shandong Province,and constructs the "industry-talents" composite system,defines the composition,objectives and characteristics of the system,and expounds the interactive relationship between the overall functions and subsystems of the "industry-talents" composite system in detail.The evaluation index system of scientific and technological talent agglomeration and industrial collaborative agglomeration was constructed from five aspects: potential,scale,structure,level and effect.The matching degree model,synergetic model and coupling coordination degree model were established successively,and the single matching,local synergy and system coupling relationships between the scientific and technological talent agglomeration and industrial collaborative agglomeration in Shandong Province were systematically analyzed.The empirical study draws the following conclusions:(1)In the adaptation analysis,it is found that the overall fitness level of scientific and technological talent agglomeration and industrial collaborative agglomeration is improved,However,there is a clear difference in the degree of improvement,which is shown as effect fitness > level fitness >scale fitness > structure fitness > potential fitness.(2)The Haken model is used to study the collaborative relationship within the sub-system.It is found that the scale and effect of the agglomeration of scientific and technological talents are the order parameters of the subsystem of the agglomeration of scientific and technological talents.The input scale and output level of scientific and technological talents have a greater influence on the regional agglomeration level of scientific and technological talents.The order parameters of the subsystem of industrial collaborative agglomeration are the potential of industrial collaborative agglomeration and the effect of industrial collaborative agglomeration.The closeness of linkages and output-input ratios between related industries has a role to play in improving the productivity of industries and the need to focus on synergies between them.(3)An analysis of the coordination degree of the "industry-talent" complex system in 16 cities in Shandong Province from 2011 to 2020 shows that the coordination degree of different cities has been improving year by year.According to the spatial layout of the three economic circles in Shandong Province,The degree of coordination of the various regions has the following characteristics: Jiaodong Economic circle > provincial capital economic circle > southern Shandong Economic circle.Based on the above research conclusions,this thesis proposes the following countermeasures and suggestions: First,build a team of learning,innovative,practical,and open science and technology talents;The second is to focus on technological selfreliance,strengthen technological penetration and chain extension among industries,and give play to the associated driving role of advantageous industries and enterprises;Third,strengthen technology penetration and chain extension between industries,and give full play to the driving role of advantageous industries and leading enterprises;Fourth,establish and improve the demand and training mechanism for scientific and technological talents,develop towards the integration of production,education,and research,and promote the accurate matching of scientific and technological talents with enterprises and institutions.
