Research On The Policy Improvement Of Talent Introduction In Dalian

With the vigorous development of social economy,various countries and regions have gradually paid attention to the key role of talents in economic development.So facing the fierce competition and diversified demand for talents,although Dalian’s talent policy is at the leading level among the cities in Northeast China,there is still room for optimization and promotion.Many problems about talents,such as the small number and the single type,indicate that the expected effect of the introduction of talents has not been realized and the value of talents has not been brought into the best state.Therefore,the policy of talent introduction in Dalian needs to be further optimized,and constructive suggestions and measures are urgently needed.Using the methods of literature research,social investigation and comparative analysis,this paper explores how to improve Dalian’s talent introduction policy.On the basis of the advanced research theories and relevant policies in other cities,with the help of the data obtained from questionnaire surveys,we find the current situation and a series of existing problems,such as the advantage and the implementation of the policy is not obvious and the safeguard mechanism is not perfect.In order to improve this,we draw on the experience among them,so summarize and put forward some countermeasures mainly from three aspects.Firstly,improve the policy system of talent introduction.It mainly includes implementing policies to meet different levels of demand,strengthening the construction of a soft environment,and improving the tracking and evaluation system for talents utilization.Secondly,enrich the policy guarantee mechanism.It includes vigorously attracting college graduates to innovate and start their business,expanding the scope of incentive policies,and improving the linkage mechanism among government departments.Thirdly,strengthen the implementation of talent introduction policy.This includes the clarification of the government functions,the establishment of the monitoring mechanism and normalized third-party talent introduction for the policy.Thus we can promote the urban development of Dalian by improving the talent introduction policy.
