In recent years,domestic sports venues have learned from the successful experiences of other countries and adopted the Public-private partnership(PPP)model to attract enterprises to participate in their construction and operation.The PPP model is a funding model commonly used for public infrastructure projects and services.It can effectively reduce government risks and improve management and operating efficiency.However,the application of the PPP model in China was not always sucessful due to various factors such as politics,economy,culture and legislation.This article will use Dalian Sports Center as an example to analyze the problems that exist in the application of the PPP model in sports venues from multiple perspectives.By using the theory of PPP as guidance,through researching related publications and information,interviewing project participants and experts,as well as applying knowledge of public management,this article analyzes the Dalian Sports Center PPP project and compare it with lessons learned from other similar projects such as Beijing National Stadium(also known as the Bird’s Nest),Wukesong Arena,and Sydney Olympic Park.The main focus is to gain an in-depth insight into the existing government and social capital problems in PPP projects from project policy,financing and operational aspects and provide suggestions in the end.Through comparison and analysis,this article concludes that the PPP model is an effective method to ease financial and operational difficulties during the construction of a sports venue.However,problems such as lack of marketization and heavy financial burden still exist in the venue’s daily operation due to imperfect government management system and legislation,undistinguishable boundary of rights and obligation among participants,and lack of the PPP professionals,etc.Therefore,as one of the participants in PPP projects,the government needs to improve the legal system related to PPP projects as soon as possible and clarify the rights and obligations for all participants.It should also complete the transformation of government functions and implement the separation of ownership and management that ensure the government responsibilities are to provide support and supervision for the projects and not overstepping.Consequently,the rights and interests of all participants will be guaranteed,the risks of PPP projects will be shared to ensure an overall success.And the balance between public service and commercialization of the sports venues PPP projects can finally be achieved.
