Institutional organization is China's national unique national organization,which promotes economic development and social stability to move forward.And it is the key to China's development,construction of a harmonious society and serving people.Due to the public institutions are not for the purpose of profit.Among them,the public service business nature of the institutions such as public sports venues is a long time by the state or local financial subsidies,to carry out business activities.How to speed up the reform of public institutions so that it can quickly adapt to the socialist market economic system,and then establish a sound social undertakings system is the main task of the current reform of institutions.In recent years,many local institutions in accordance with the requirements of the central deployment of a series of institutions to explore the reform,and achieved remarkable results.Public venues are generally run by a unified administrative leadership,in the central or local financial support,by the relevant administrative departments of the institutions responsible for carrying out a series of activities.At the same time,the reform of public sports venues are also in full swing,such as the existing sports on the basis of innovation,the development of new features.The introduction of high-end talent for the construction of public sports venues into fresh vitality.The common problem of public utilities is its operation and management.The nature of state-owned assets determines the high security of public institutions.Lack of market competition will make the development of public institutions in a long time in a weak state.Based on these circumstances,how to ensure the public welfare of public venues,both to improve the utilization of venues,optimize the allocation of resources,but also can create economic benefits for the development of public sports venues have a very important practical significance.In order to respond to the call of the country to develop the cause of sports,conform to the reform requirements under the new development situation,focus on the classification reform of state institutions,so that public sports venues must achieve its public welfare,while taking into account the needs of state-owned assets preservation and appreciation.In this paper,the local large-scale state-owned stadium restructuring as the starting point,the Chengdu Sports Center to change the case of enterprise restructuring.On the basis of reading a lot of literatures in related fields at home and abroad and related case studies,summed up the research results of predecessors and put forward some thoughts of oneself.Based on the understanding of the reform of the existing institutions in China,the experience of relevant reform at home and abroad,the use of public management theory and research methods,the theoretical analysis of the restructuring of its state-owned stadiums,on the one hand,the current management and operation of Chengdu Sports Center Have a certain reference.On the other hand,this study can also be used as a reference for other large-scale sports public utility venues.
