Sports venues complex is one of the most important types of sports complex in China,mainly in large sports venues or small and medium-sized sports venues as the carrier,with sports services,business exhibition services,cultural performance services as the leading role,combined with sports,culture,business,and other functions,different functions interdependent eventually formed with multi-functional,many forms of sports consumption clusters.Sports venues complex as one of the important carrier to support the development of sports industry quality,has played a positive role in promoting national fitness and sports consumption,and attaches great importance to governments at all levels and sports departments,has become an important academic research topic,but stadiums operation problem cannot be solved for a long time,it has become a common phenomenon of large sports venues management in our country.A number of national policy documents reflect that the government encourages existing stadiums to adopt Public-Private Partnerships(PPP)mode to introduce social forces to conduct functional transformation and mechanism reform.The application of public-private cooperation mode to stadium projects has become an inevitable trend of development in the new era.This paper with the city of sports venues complex management problem as a starting point,using literature,field investigation,interview and case analysis,on the basis of the PPP theory,public goods theory,property theory and the stakeholder theory,analyzes the necessity,feasibility,subject and object.Interview with Luoyang stadium complex managers as the object,in the face of stadium complex need function transformation and operation reform,based on management theory framework and learn from the domestic stadium complex successfully application PPP model,the Luoyang stadium complex application PPP mode of necessity,feasibility,deep exploration and management elements and implementation procedures,finally proposed the Luoyang stadium complex application PPP mode management countermeasures.The main conclusions of this paper are as follows:(1)Luoyang stadium complex has the following problems: imperfect supporting functions,service content to be optimized;simple profit model,unsatisfactory development of intangible assets;lack of professionals and low management level,more competent intervention,lack of independent operation;and public welfare and operation to coordinate.(2)The application of PPP mode to the renovation and upgrading of the stadium complex in Luoyang can reduce the financial pressure of the government and improve the operation efficiency of the stadiums.Meanwhile,favorable policy guidance and successful experience of similar projects also provide guarantee and reference for the application of PPP mode of the stadium complex in Luoyang.(3)The specific operation procedures of PPP mode management include: liquidation and verification,personnel survey;formulating PPP project plan and reporting to the government;project investment and franchise agreement;organizing project company;public welfare and supervision.(4)In view of the problems existing in the operation and management of Luoyang stadium complex,the following countermeasures are put forward: transform sports venues,add service functions;actively connect commercial activities,pay attention to the development of intangible assets;train venue management talents,establish professional team;strengthen government supervision and clarify the government’s responsibilities.
