| A One-hundred-Year Strategy of a nation is based on education which is the cornerstone of national rejuvenation and social progress.Compulsory education has been a century-old dream of China,and the balanced development of compulsory education is a development strategy of the Party and the state.It plays an essential role for the future of the Chinese nation,and it bears on the historic and important task of the great rejuvenation of the Chinese nation.The report to the 19 th National Congress of the Communist Party of China points out that we must give priority to education,fully implement the Party’s education policy,and promote fairness in education.Balanced development of compulsory education is an inevitable choice to realize educational fairness and an inevitable requirement to realize a strong country in education.For a long time,due to the acceleration of urbanization,economic development,urban and rural dual system and other reasons,compulsory education has put forward new requirements,developing towards high-quality and balance.At present,Gaoping District is in the accelerating period of economic development in which the change of dual economic structure and population structure poses new challenges to high-quality and balanced education.This thesis studies and explores some problems existing in the high-quality and balanced development of compulsory education in Gaoping District.With public goods theory,fair education theory as the theoretical basis,the method of field survey is applied to investigate the school conditions,the scale of higher education,teacher resources,etc.8 representative schools are selected from different cites,towns and villages for the field investigation.A lot of efforts have been made in this area to promote high-quality and balanced development of the compulsory education,making it possible to get access to the first-hand information for the study of development.Through literature research,the writer has grasped the quality index system and the basic theory of balanced development of education.By looking up the relevant documents and related data,the work report of compulsory education by Bureau of Education,Bureau of Finance and other relevant departments in recent years,the writer explores problems and reasons on compulsory education quality that exist in the balanced development in accordance with the relevant indicators from the government level.Finally,the corresponding solutions are raised according to the reality.Balanced development of the compulsory education according to the evaluation contents that include such related indicators as the allocation of resources,governmental support,the quality he achievements,some problems are still there.For example,there are problems such as imperfect basic conditions for running schools and waste of resources in terms of resource allocation,the coexistence of large classes in large schools and small classes in small schools as well as the imperfect system of coordinating teachers in the aspect of government security,insufficient teachers’ continuing education in the aspect of education quality.And in the survey of social satisfaction,the problems such as the unsound constitution of government supervision and evaluation and the inadequate management of education and teaching are reflected.The main reasons for the problems are that the government does not pay enough attention to compulsory education,the influence of dual social structure,the influence of education policy and the unclear responsibility of education management.Finally,according to the development history of balanced education at home and abroad and the analysis of the research results,this thesis comes up with the following countermeasures and suggestions for high-quality balanced education in Gaoping District: First,in terms of ideology,we should do a good job in education orientation and change the concept of education;Second,in terms of resource allocation,we should establish a sound educational financial guarantee system and improve the basic conditions for running schools.Based on the long-term establishment of dynamic monitoring mechanism,we should improve the utilization rate of resources.According to the actual situation,we are supposed to make a reasonable allocation of teachers.Thirdly,the government should do more in supplies and investigation into admission quota of schools,eliminate the large classes,strengthen the management of teachers’ staffing and promote the balanced allocation of teachers;Fourthly,as for improving the quality of education,training should be strengthened to improve the quality of teaching.Fifthly,a fair teacher incentive mechanism should be established to stimulate teachers’ work enthusiasm.We will establish a sound teaching quality evaluation system for compulsory education and improve the quality of teachers’ work.Finally,based on the actual situation that Nanchong has one normal university-Xihua Normal University and two old normal schools-Nanchong normal school and Langzhong normal school,and focusing on the high-quality,balanced and long-term development of compulsory education,it is suggested to establish a "GUS cooperation community",namely "G-government " government + "U-university" colleges+ "S-school" schools. |
