In 1952,China promulgated the Interim Rules for Middle Schools(Draft),which pointed out that the class teacher system was generally implemented in middle school education to replace the former level-appointed teacher system,which has been in use ever since.With the continuous development of education,the demand for the professionalization of head teachers has been continuously enriched and improved.From the Opinions on Further Strengthening the Work of Head Teachers in Primary and Secondary Schools issued by the Ministry of Education in 2006 to the Regulations on the Work of Head Teachers in Primary and Secondary Schools issued in 2009,To the head teacher’s selection and appointment,duty,examination and evaluation,training and so on all put forward further request.Since 2007,the professionalization of class teachers has become a reality at the institutional level.From the point of view of national system and social demands,the demand for the professionalization of class teachers is increasing day by day.However,in real life,the professional development of the head teacher has not received enough attention,and the career development of the head teacher himself is restricted.This not only disturbs the career development of the head teacher,but also restricts the work of "cultivating people by virtue".Chapter 1: It mainly elaborates the relevant policies and background of this topic,clarifies the value and significance of the investigation and research on the vocational competence of head teachers in secondary vocational schools,conducts a literature review of relevant studies at home and abroad,and describes the content and framework of the research,as well as its innovations and deficiencies.Chapter 2: Based on the literature and case results,the professional competence and work of the head teachers in secondary vocational schools are sorted out,and the main problems existing in the improvement of the professional competence of the head teachers in secondary vocational schools are clarified.The research framework of this paper is clarified mainly from the theoretical basis of performance management.Chapter 3: Taking 10 high level secondary vocational schools in Jiangxi Province as examples,this paper conducts a questionnaire survey on their homeroom teachers.Based on the relevant theories of performance management,this paper further discusses the current situation of the professional competence of the homeroom teachers in Jiangxi Province,and sorts out the existing problems of the professional competence of the homeroom teachers.Chapter 4: Based on the theory of performance management and combining with the existing problems in the professional development of head teachers,it makes an in-depth analysis of the causes of the problems in the professional competence development of head teachers from the perspectives of job incentives,performance management system,performance results and training assessment.Chapter 5: Based on the theory of performance management,the index assessment system of the professional competence of the head teacher is established by breaking down the work responsibilities of the head teacher,and the professional competence of the head teacher is improved and improved from four aspects including performance planning,performance assessment,assessment communication and result application.At the same time,this paper thinks that the development of the professional competence of the head teacher should be improved by establishing the post incentive of the head teacher,improving the performance assessment management system of the head teacher,optimizing the assessment system of the professional competence index of the head teacher,and strengthening the application of the training assessment results. |
