It is a major strategic decision made by the CPC Central Committee in the new era to build a twin-city economic circle in Chengdu-Chongqing region,which is conducive to forming a growth pole and power source for high-quality development in the western region and even the whole country.The construction of the twin-city economic circle in Chengdu-Chongqing region can provide basic conditions for the development of university clusters and promote the coordinated development of universities and social institutions.The development of university cluster can integrate the universities and social resources in the region and provide the support of science and technology and high-quality human resources for the regional economic and social development.Therefore,the study of university cluster development in twin-city economic circle in Chengdu-Chongqing region is not only conducive to the development of colleges and universities in Chengdu-Chongqing area,but also conducive to the economic and social development in Chengdu-Chongqing area.This study analyzes the development of university cluster in twin-city economic circle in Chengdu-Chongqing region from four aspects: theoretical basis,driving factors,case study and action framework.Firstly,the theoretical basis of university cluster development in twin-city economic circle in Chengdu-Chongqing region is discussed.This paper expounds the theory of regional integration,the theory of urban circle economy and the theory of cluster from three aspects: basic connotation,core point of view and practical application.Secondly,the dynamic factors of university cluster development in twin-city economic circle in Chengdu-Chongqing region,namely the basic motive factor,endogenous motive factor and exogenous motive factor.The basic impetus comes from the proximity of regional space,the similarity of economic level and the integration of cultural customs in Chengdu-Chongqing area.The endogenous impetus comes from the support of the talent resources of colleges and universities in Chengdu-Chongqing area,the pull of the integration development of colleges and universities,and the agglomeration and radiation of high-quality disciplines.The exogenous impetus comes from the promotion of the political system in Chengdu-Chongqing area and the demand for the coordinated development of education-economy and society.Thirdly,it draws lessons from the development of university cluster in Greater Bay Area of Guangdong,Hong Kong and Macao.The university cluster development in the Guangdong-Hong Kong-Macao Greater Bay Area has adopted the "coast-inland" model,the "market-led + economy-driven" model and the "three clusters" linkage development model.The operating mechanism of overall planning,synergistic development,brand promotion and resource sharing is constructed.The Greater Bay Area Vocational Education Industry and Education Alliance,Interdisciplinary Science Center,Academician and Expert Innovation and Entrepreneurship Alliance,Greater Bay Area Higher Education Big Data Research Center and other platforms have been established.We have decided to jointly run schools,jointly train talents,share courses,implement mutual recognition of credits,jointly build disciplines,develop competitive fields,cooperate in scientific research,and promote the transformation of achievements.Finally,according to the theoretical basis,driving factors and cases,this paper designs the action framework of university cluster development in Chengdu-Chongqing economic circle from six aspects.First,formulate policy texts,formulate exchange and cooperation agreements,and determine measurement criteria.Second,the development mode of "inland-inland","government leading + science and education support + multiple driving" and "three stages" should be constructed.Third,establish operational mechanisms for meeting and consultation,organization and coordination,information sharing,risk prevention and control,and assessment and feedback.Fourth,to build platforms such as information database,education think tank,university employment and entrepreneurship alliance and teacher education development center of twin-city economic circle in Chengdu-Chongqing area.Fifth,we will implement regional credit mutual recognition,carry out joint curriculum development,promote the construction of key laboratories,and promote the application of scientific research achievements.Sixth,determine assessment content,assessment methods and assessment model. |
