The establishment of the Xiongan New Area,a national-level new area after Shenzhen Special Economic Zone and Shanghai Pudong New Area,is a major historic and strategic action made by the Communist Party of China Central Committee with Comrade Xi Jinping as the core.As the first resource,talent is an important engine for the construction and development of xiong’an new area,and high-level talent is the key to achieve high-quality innovation and development.The gradual advancement of land acquisition,demolition of resettlement,and large-scale construction in Xiongan New Area brings about an increasingly urgent demand for high-end talents.However,since the planning and construction of Xiongan New Area is still in its infancy,there were still some problems in the introduction of high-level talents,and the effect of the introduction still needed to be further improved.This thesis investigates the problems of high-level talents introduction system in Xiongan New Area and proposed potential countermeasures through a variety of research approaches,including literature review,survey research,comparative study and other relevant research methods.First,a comprehensive literature reviewis conducted to summarize conceptual definition of high-level talents and the theoretical basis of this research.Secondly,based on social surveying,the current situation of high-level talents introduction system in Xiongan New Area was analyzed from three perspectives,namely the demand,policy and effectiveness,and the phenomenon and cause of the problems were investigated.Finally,to address the problems in the high-level talents introduction system in Xiongan New Area,potential policy advices were proposed from six perspectives,including further fulfilling the talent introduction responsibilities from the local government,accelerating the improvement of high-level talent policy systems,strengthening the construction of the “soft environment” for talent introduction,improving the evaluation and incentive mechanism of high-level talents,expanding the channels for introducing high-level talents,and clarifying the demand orientation of high-level talents.These advices provided effective references for further optimizing the talent introduction system in Xiongan New Area.This thesis summarized the existing talent policy and recent data on talent introduction of Xiongan New Area,not only did it further improve the research materials on the current situation of the high-level talent introduction work,through the current situation research and questionnaire analysis,the existing problems in the introduction of high-level talents are concluded,but also plays a certain warning role for the relevant departments to improve the talent introduction work.Combined with the actual situation of Xiongan New Area,the countermeasures and suggestions put forward provide an effective reference for Xiongan to build a "special talent zone" and further achieve high-quality innovative development,which has important theoretical and practical significance.
